Daniels, Director Department of Internal Audits ENCLOSURES: & Reviews The adoption of Resolution 91-20 directs the City Manager to report to the City Commission on recommendations implemented by the Overtown Independent Review Panel's Final Report Concerning Economic Issues Relative to the Overtown Civil Disturbance every six months for a period of one year. Therefore, on behalf of Father Richard Barry, chairperson of the Overtown Independent Review Panel, I am requesting that the Panel be placed on the July 9, 1992 Commission Agenda to provide a progress report and discuss those items in the Final Report still outstanding. Further, attached hereto is a resolution for the Commission's consideration extending the Panel's appointed term until these recommendations have been substantially achieved. Box 330708 Miami, Florida 33233-0708 Re: Status Report to the Community on the Implementation of the OIRP's Final Recommendations Dear Mr. Odio: CESAA 14. 0010 City Manager On January 10, 1991 I had the privilege of appearing before the Miami City Commission to present the Overtown Independent Review Panel's (OIRP) Final Report concerning the 1989 Overtown Civil Disturbance. The City Commission graciously received my presentation and adopted Resolution No. 91-209 formally accepting the Final Report and the twelve (12) recommendations included therein. In addition to acceptance of the Final Report, Resolution No. 91- 20 assigned overall responsibility for the implementation of the recommended actions to the City Manager, and required that at least every six (6) months, the City Commission will have scheduled as a formal agenda item a report to the community on the status of the implementation of the OIRP Final. Report with prior notice of such discussion provided to the members of the OIRP on an ongoing basis. The first 6-month report to the community on the OIRP's Final Recommendations was presented as a City Commission agenda item on October 39 1991. That report was some 2 months late and provided a status report on the OIRP's Final Recommendations as of 8/31/91. Based on that reporting date, the next "6-month" report is due for the reporting period ending 2/29/92. Respectfully, I am now requesting that the next 6-month report be scheduled for presentation to the City Commission during a meeting in April, 1992. In scheduling this item for an April meeting, there will be ample opportunity after 2/29/92 for the OIRP to be provided with a draft of the report for review, comment, and meetings with City staff as necessary prior to the presentation of the report to the City Commission. 92- 628.1 DEPARTMENT OF INTERNAL AUDITS AND REVIEWS Dupont Plata Center / 300 Biscayne Blvd. Way, Suite 240 / Miami, Florida 33131
