ATTENTION.- MR LORI
Dear Commissioners:
A lot of people from our community keep on dying from sickness such as high blood
pressure, heart disease etc, because of lack of exercise.
In an effort to popularize the habit of doing exercise as a mean to keep in good health
and to commemorate the first anniversary of our organization "Operation Save Eyes", we are
planning a marathon which is on schedule to take place on May 31, 1992.
Since it would be in the advantage of the authorities (City of Miami, State etc.) of too
many people who cannot afford a costly treatment use medicaid, medicare, or other less often;
we are seeking not only the approval but also the financial and technical support of city
commission to make this plan work. We will invite other ethnic groups on communities to
participate.
1) Technical support means assistance of a marathon specialist to help with the planning.
2) Some roads will be closed.
3) The running will last an hour.
We will negotiate other details.
We would appreciate, Honorable Commissioners, your looking into this-Aa letting us
know the results.

1.- Make sure that every'single haitian living in South Florida get an eye check.
2. - Make sure that any disease or problem found in these people's eyes get taking care
of so it doesn't get worse.
3.- Use all means of information (Radio, Flyers, News Paper, TV. Etc.) to spread the
words �to the community.
4.- Aggressive set up an educational program to keep abreast on what to do to live with
good vision.
S.- Keep in touch with eye patients by scheduling regular community meetings or by
calling them up or by visiting them to make sure that drops, pills or tablets etc. had been used
as directed by physicians. We have. taken these precautionary steps since- we realize that
negligence creates a lot of trouble in most of these cases. We also keep track of patients so they
don't miss doctor's appointments.
Operation save eyes is nothing else but an aggressive prevention program, for example:
A- May 30, 1991. A free glaucoma screening took place at Little Haiti Activity Center
with the help ofN.S.P.B. (National Society to prevent blindness). The Eye Institute of Miami 450
people showed up although it was not possible to see all of them. . .
We did a follow up on anyone diagnosis of having glaucoma, cataract etc.
B- August 18, 1991. Free eye screening at the same address 28 NE 54th street. We did
again a follow up on patients with eye problems.
C- January 18,1992. Free eye screening again by Dr Jallow from North Shore Hospital.
The doctor recommended that some people should be taking care of or having surgery with out
delay. Some people don't work and have any form of coverage.

E- February 20, 1992. Free eye screening sponsored by operation save in cooperation
with N.S.P.B. (To prevent blindness, Dr Silva from the Eye Institute and some other nurses
Checky from Eye Institute and Mr. Lee from N.S.P.B. We are going to do a follow up on these
cases which means (2ner, ation Save Lames is loaded. We keep on receiving phone calls from 7
a.m. until sometimes 10 p.m. We have to deal with these people on a case by case basis just to
give an idea of the kind of work we are doing. Icvil Mercier had to Undergo a cataract by Dr
Bastien at Coral Cables Hospital, Friday February 14th. I spent the all day at the Hospital
assisting M. Mercier with translation etc. Macedoine is an Haitian American whose eyes are in
a critical condition. We have succeeded to contract him with an Eye Doctor on the appropriate
agency.
Julianie Denis had been diagnose almost a year ago as having a serious eye problem.
The doctor advised that she undergoes surgery if she doesn't not want to go blind. She had not
been able to do it for financial reason. Operation Save Eyes is currently making all
arrangements so the surgery could take place shortly. Jean Omega had been diagnosed as having
a bad cataract in both eyes. He doesn't work, has no coverage. Operation Save Eyes is seeking
ways to have the cataract removed shortly. Marie Bertrand had a bad cataract. Her daughter,
Marie Therese Delmas, got in touch with us. We set up an appointment for her. We accompanied
her to the Eye Institute Translation and everything. The cataract had been removed in both eyes
by Dr Fred Man.
We also process applications for them, we go to drugstores with them to make sure that
they do not rest Doctors Prescriptions into their cabinet or in their pockets. We are seeking your
financial support in order:
1) To strenghton or organization, to get ourselves a salary, to hire a couple of staff
members so we could better serve our community, put together a budget for Q,veration Save
am
2) Create a Communiry Eye care Clinic in Little Haiti where Rgtina, Glaucoma, and
Cataract Expert could stop by at least once a week to see our people.
We are calling upon the agency to make available to us an emergency fund as a mean
to meet our current billing on a monthly basis since we have not received anythingY etfrom any
government,agency or grant donors.

We also need to keep up our weekly Radio Program as a mean to keep on motivating the
community.

We need a van to provide transportation for our eyes patients from clinic and hospital
to their home. We sometimes have people who have urgencies and can't afford to wait for weeks
to see a doctor. We solve such problems, we either need our own doctor or an emergency fund
to help them pay for a visit to an Eye Doctor.
