In accordance with City Charter Section 16(f), Section
27(c)(1), Section 27(g) and Section 41(d), I hereby schedule for
Commission consideration in the first meeting in April the
following budgetary issues.
As per Manohar Surana's memorandum dated November 18,
1991, there was a balance remaining equal to 60% of the above
fund. The "temporary freeze" mentioned in the memorandum from M.
Surana to the City Manager should be imposed by the Commission
such that it can be lifted only by Commission action.
The categorization of such a large account as one fund
is not in accordance with the spirit of the above -cited charter
provisions, which call for submission by the manager of a
detailed budget for each department.
The Commission should instruct the manager and our
auditors to break down said budget category into the appropriate,
detailed subcategories, placing them to the extent possible
within a particular department's budget.
The 1991-92 budget contains $4.7 million in estimated
police overtime. The Commission should receive monthly reports
on the use of this overtime and should be ultimately involved in
proposing procedural modifications that will reduce the need for
overtime.
I understand the manager is presently negotiating with
the Fire Department's union to establish an incentive plan that
will reduce overtime expenses in that department. The Commission
should be apprised of those discussions and should approve the
concept forthwith.

As part of the Commission Awareness Program and in
furtherance of the other charter provisions cited here, I will
ask the Commission to establish procedures for reviewing,
recommending and setting the salaries for department directors.
