L have repeatedly informed Dade Country and all of its city
and country officials continuously over the years concerning its
violations of the Economic Opportunity Act and Amendments of
1962, 1964, 1967, 1972 and 1978. This act enacted by Public
Law 95-568, Nov. 2, 1978, which is listed under the 1974 Privacy
Act, created a Regional Office to carry out the national respon-
sibilities for the purpose of providing technical assistance to
local community action agencies and other programs funded under.

The intent originated from my home in 1962 with the concept
expanding nationally placing my Effective Community Action and
NewDaycare IIuman Service Program on the White house books, (CUPS),
i:h_ereby being signed into law. This program was designed to serve
poor people regardless to race, creed or color throughout the
tlnit:cd States with its Regional. Office operating in Dade County.
The 'Title 20 funds created in Public Law 95-568, 1978, to imple-
ment. the Titles of the act have not been recognized by this county
and city officials, and have d<217ided and ignored its founder.
It have fail to acknowledge documents from White House staff
directing city and county agencies to assist me in the setting up
of the Regional Office to carry out my duties under the law. taut
nevertheless, Dade County at this present time continues to dis-
obey a di.rQct order as well. as the City of: Miami by using Anti-
poverty Funds or Title 20 monies to fund most of their program. It
have continued to breach, parre.11el, divert priority, mismanage,
abuse and misappropriate Federal dollars created to operate this
national program. The Miami Herald have written numerous articles
concerning the amount of programs that are operating inefficiently
in bade County which is making a mockery of the intent of the Anti -
Poverty funds.
Therefore, in carrying out my national duti.cs as Chief Execu-
tive officer and Pounder of the Economic Opportunity Act and
Amendments of 1962 thr.u.1978, Effective Community Action and New
Daycare Human Servicei do hereby command that all unauthorized
programs operating in Dade County and the City of Miami funded
under this act cease and desist- effective immediately.

Dear Mr. City Manager:
The Board of Directors of the SHORECREST HOMEOWNERS ASSOCIATION,
on behalf of the residents and homeowners in our area, would like
to go on record as supporting the City Manager's concept of,
(NET) NEIGHBORHOOD ENHANCEMENT TEAMS.
In the "Information Age" in which we are living, and with the
philosophy of hierarchy being replaced by a higher and more
progressive realization of the need to "reach out to people" on a
more personal level, it is reassuring to see the City of Miami
leading the way in decentralization of City government.
If government is to be in step with a more informed and
enlightened public, government at all levels must change, as are
all other types of businesses.
We ask that our "voice be heard" by having this letter read at
the City Commission Meeting on March 26, 1992.
Again Mr. City Manager, thank you for the fine work you and your
office are doing for the good of all our citizens.

I have several concerns about the concept. As someone who
spent 27 years with Miami Police Department and as a taxpayer.
This concept is not new. Ift Kansas City implemented a program
similar to this concept in the early 701s. It was called "Team
Policing." The only difference was that everyone involved were law
enforcement officers. It was a complete failure, because of the
bureaucracy involved, lack of manpower and not cost effective to
fight crime. San Francisco and Detroit tried it, and did not work
either.
It takes years to have fully trained police officers to fight
crime. You are going to have individuals with untrained eyes
reporting crime behavior and what is not crime behavior. That will
become a big problem.
What you are going to create is a big political power base. At
election time you will be calling in the I 0 U's.
I think in times like today, the public is looking for you to
put into effect programs which have proven to be very effective in
fighting crime. The most effective one as we know is police
visibility. It increases the opportunity to apprehend the criminal
after a crime has been committed and it decreases the opportunity
for a crime to be committed.
I understand that at least 12 officers will be assigned to
this concept. This is at a cost of at least } a million a year in
salary alone.
And as I stated at the beginning of my statement, this is not
an innovative program. This concept has been in effect for years
and put in effect by Fidel Castro in his "Comite de Barrios." They
report everything to the political machine.
