AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "JTPA TITLE II -A WYNWOOD SPECIAL INITIATIVE (PY'91)" AND APPROPRIATING $52,000 FOR SAID FUND FROM THE U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the U ted States adopted Public Law 97-300, the b Training P ership Act (JTPA) on October 13, 1982 t �stablish rams to prepare youth and unskilled adults or entry into he labor force and to afford job training t eoo mically �d sadvantaged persons and other individuals a faoi erious barriers to employment and who are i spe ial e d such training to obtain productive emplo me and WH EAS, the Department of Community Development operates the Neighborhoods Jobs Program to meet the mandate of the aforementioned public law; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $52,000 from JTPA Title II -A funds to provide an On the Job Training Program (OJT) specifically targeted to residents of the Wynwood area of the City of Miami; 3 NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE II -A - WYNWOOD SPECIAL INITIATIVE (PY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM. $ 52,000 APPROPRIATION: JTPA TITLE II -A - WYNWOOD SPECIAL INITIATIVE (PY'91) - $ 52,000 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 5. All ordinances or parts of ordinances insofar as they are in oonfliot with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. -2- Li
