ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached Resolution, approving the findings of the Consultant
Selection Committee as to the most qualified Teams, in rank
order, to provide professional services for the design,
preparation of construction documents and construction
administration of an Olympic Pool Complex for Charles Hadley
Park; authorizing the City Manager to undertake negotiations with
the most qualified Teams, in rank order, until he arrives at an
agreement which is fair, competitive and reasonable and directing
the City Manager to present the negotiated agreement to the City
Commission for their ratification and approval.
The Department of Development and Housing Conservation,
Development Division, recommends that the City Commission
authorize the City Manager to undertake negotiations to arrive at
an agreement for professional architectural, landscape
architectural, and engineering services for the design of an
Olympic Pool Complex at Charles Hadley Park, Miami.
On June 20, 1991 by Resolution No. 91-433, the City Commission
designated as a Category B Project, the acquisition of
architectural, landscape architectural and engineering services
for the Olympic Pool Complex Project at Charles Hadley Park.
in accordance with the Competitive Negotiation Act as defined in
F.S. Section 287.055, and City of Miami Ordinance 9572 which
appears as Section 18.52.3 of the Code of the City of Miami, the
Consultant Selection process was carried out as outlined in the
attached reports of the proceedings of the Certification and
Selection Committee meetings.

In summary nine (9) proposals Were submitted of which four (4)
were certified by the Certification Committee. The Consultant
Selection Committee decided not to short-list and proceeded to
hear presentations and interview the four certified teams. The
results of the Consultant Selection Process, as accepted by the
Selection Committee as its recommendation to the City Manager,
are as follows:

OLYMPIC POOL COMPLEX AT CHARLES HADLEY PARK
On November 7-8, 1991, the Certification Committee for the
Charles Hadley Park Olympic Pool Complex Project, convened to
review proposals submitted in response to the Request for
Proposals (RFP) issued October 3, 1991, for the procurement of
professional architectural, landscape architectural and
engineering services. Those attending were as follows:

The Certification Committee meeting was taped and advertised in
the Miami Review and the Miami Times as a public meeting. A
summary of the proceedings of this meeting is found below.
Nine (9) proposals were received on November 4, 1991 at the City
Clerk's office. Two (2) of the nine (9) proposals were not
considered by the Certification Committee because one was
received subsequent to the required and published time of
submission and another one was received at the wrong location.
Of the seven (7) proposals reviewed by the Committee three (3)
were not certified for the following reasons:
(Please refer to the attached list for, the identification of the
Team per letter designation).
1. Team A- This submission was substantially incomplete in
relation to the following requirements: Proof of
incorporation was not provided for the following members of
this Team: Fraga Engineers, San Martin Associates, Laura
Llerena and Associates, Inc., Counsilman & Hunsaker, Inc.,
and Bohlin, Cywinski, Jackson, Inc. Proof of current
professional registration and current business authorization
was not submitted for Counsilman & Hunsaker, Inc., and
Bohlin, Cywinski, Jackson, Inc. The form 254 was not
submitted for Fraga Engineers. The "Minority Procurement
Compliance/Affirmative Action Form" and an Affirmative
Action Plan was not provided for Bohlin, Cywinski, Jackson,
Inc., and Counsilman & Hunsaker, Inc.
2. Team C- This submission was substantially incomplete in
relation to the following requirements: Proof of
incorporation was not provided for the following member of
this Team: International Swimming Hall of Fame, Inc. Proof
of current professional registration was not submitted for
Pedcor Associates, Inc. The form 254 was not submitted for
the International Swimming Hall of Fame, Inc. The "Minority
Procurement Compliance/Affirmative Action Form" and an
Affirmative Action Plan was not provided for Fraga
Engineers, Inc., Laura Moore Engineering, Inc.
3. Team F- This submission was substantially incomplete in
relation to the following requirements: Proof of
incorporation was not provided for the following members of
this Team: Corzo, Castella, Carballo, Thompson, P.A. and
PAWA Complex International, Inc. The "Minority Procurement
Compliance/Affirmative Action Form" was not submitted for
Corzo, Castella, Carballo, Thompson, P.A. and an Affirmative
Action Plan was not provided for Corzo, Castella, Carballo,
Thompson, P.A. and Acme Estimating Group, Inc.
The Certification Committee adjourned at 11:00 a.m. after
completing its deliberations on November B. 1991.

and create a "short-list" for presentations from the four (4)
proposals previously certified by the Certification Committee.

The Committee meeting was taped and advertised in the Miami
Review and the Miami Times as a public meeting. A summary of the
proceedings of this meeting is as follows:
1. A list of the certified proposals including the names of all
team members and their respective proposals was provided to the
Committee.
2. The scope of the project and the RFP document were discussed
to ensure a common level of understanding of the project.
3. All Selection Committee members were asked to state for the
record any conflict which they may have with the various
proposers. Hearing no issues which would pose a conflict of
interest, the Committee began its evaluation of each certified
proposal.
The Selection Committee members discussed and voted unanimously
to "short-list" for presentations and interview all four (4)
certified proposals. The Committee determined the schedule for
presentations to be held November 21, 1991 at the times specified
in the attached document.
The Selection Committee proceeded to discuss the expertise and
benefits of each proposal. When this exercise was completed, the
meeting was adjourned.

On November 21, 1991, the Selection Committee for the Charles
Hadley Park Olympic Pool Complex Project, convened to conduct the
Presentation and Interview Phase of the Consultant Selection
Process. The four (4) certified proposers participated in this

The Committee meeting was taped and advertised in the Miami
Review and the Miami Times as a public meeting. A summary of the
proceedings of this meeting is as follows:
1. The project, date and committee members were introduced for
the record, followed by general announcements regarding the
"Government in the Sunshine Law".
2. Staff informed the Committee of the Consultant Selection
Schedule, noting that on January 9, 1992, the City Commission
will be asked to authorize the City Manager to enter into
contract negotiations commencing with the #1 ranked proposer.
3. The evaluation criteria, scoring, ranking as established in
the RFP was discussed and accepted by the Committee.
4. All four Teams made their presentations as scheduled by the
Committee. At the beginning of each presentation session, the
Chairperson advised each Team of the presentation requirements
per the RFP and informed them regarding the upcoming steps of the
Consultant Selection Process.
5. In between presentations and at the conclusion of all
presentations, the Committee discussed the merits of the Teams
and their range of expertise and experience.
6. Once the presentations were concluded, staff recommendations
related to Minority and Women Business Participation scoring and
points deducted for previous work.with the City were incorporated
into the Presentation Evaluation forms.
7. The Committee completed its individual scoring and ranking on
individual evaluation forms which were signed and dated. Staff
verified all totals with a calculator.

B. The ranking of each Team was announced publicly by each
Committee member and recorded in the Ranking Summary form by
staff. Each Team 's new total score was then ranked based on the
lowest score receiving a rank of #1, the next highest score a
rank of #2, the next highest score, the rank of #3 and the
highest score, the rank of #4. (see attached Ranking Summary
form.)
9. The results, which were accepted by the Committee as its
recommendation to the City Manager, are as follows:
