HomeMy WebLinkAboutO-11006J-92-486 6/16/92 ORDINANCE NO. 11006 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10938, AS AMENDED, ADOPTED DECEMBER 5, 1991, THE CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, BY ESTABLISHING A NEW PROJECT ENTITLED "PRELIMINARY GENERAL OBLIGATION BOND EXPENSES - 1992" PROJECT NO. 311028 IN THE AMOUNT OF $120,000; AND APPROPRIATING FUNDS IN SAID AMOUNT FOR SAID PROJECT FROM 1984 STORM SEWER GENERAL OBLIGATION BOND PROCEEDS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10938 on December 5, 1991, appropriating funds for Capital Improvement Projects; and WHEREAS, the City Commission has adopted a Capital Improvement Program (CIP) that identifies the sources of funding of all proposed capital projects valued at $5,000 or more for the program years 1992-1998; and WHEREAS, a storm sewer general obligation bond issue in the amount of $10,000,000 is proposed to be sold in 1992, requiring issuance costs in the estimated amount of $120,000; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 11006 Section 1. Section 1 of Ordinance 10938, adopted December 5, 1991, as amended, is hereby further amended in the following particulars:) "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1991-92. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program (I-VII) areas based upon use or functional category within said areas, as follows: Total Appropriations ($x000) I. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. General Obligation Bond Expenses - 1992 ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached ordinance amending Section 1 of Ordinance No. 10938, as amended, adopted December 5, 1991, the Capital Improvements Appropriations Ordinance, by establishing a new project entitled "Preliminary General Obligation Bond Expenses - 1992" Project No. 311028 in the amount of $120,000; and appropriating funds in said amount for said project from 1984 storm sewer general obligation bond proceeds; containing a repealer provision and a severability clause. The City Commission has appropriated storm sewer projects in the Capital Improvement Program, as per attached list, that require at this time a bond sale to cover their cash requirements. To that effect, the Finance Department is proposing the sale of $10,000,000 in Storm Sewer Improvement Bonds already approved by the voters on March 13, 1984.
