AN EMERGENCY ORDINANCE AMENDING SECTION 2 OF ORDINANCE NO. 10961, ADOPTED MARCH 12, 1992, THEREBY INCREASING THE APPROPRIATION TO THE SPECIAL REVENUE FUND ENTITLED: "SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (FY-92) JTPA II-B" FROM $536,850 TO $1,148,344 FROM THE U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Job Training Partnership Act (JTPA) provides funds for a summer youth employment and training program under Title II-B; and WHEREAS, said funds are available through the South Florida Employment and Training Consortium (SFETC); and WHEREAS, pursuant to Ordinance No. 10961, adopted March 12, 1992, the City Commission appropriated an amount of $536,850 to operate a Summer Youth Employment Program in 1992; and WHEREAS, the City has been awarded and additional $611,494 for said program to employ an additional 300 youth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 10961, adopted March 12, 1992, is hereby amended in the following particulars:l/ "Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (FY192) JTPA II-B RESOURCES: DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $536 850 $1,148,344 APPROPRIATION: SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (FY-92) JTPA II-B !-53-6-,8-50 $1,148,344" Section 3. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety and property of the City of Miami and upon the further grounds of the necessity of the City of Miami to make the required necessary payments to its employees l/ Words and/or figures stricken through shall be deleted. Section 6. The requirement of reading this Ordinance on two separate days is hereby dispensed with a vote of not less than four -fifths of the members of the Commission. Section 7. This Ordinance shall become effective immediately upon its adoption. Odi City Manager RECOMMENDATION: 10 DATE � • , � � C� a FILE * � - 1992 SUBJECT Emergency Ordinance Amending 1992 Summer Youth Program REFERENCES ENCLOSURES It is respectfully recommended that the City Commission adopt the attached emergency ordinance which amends Section 2 of Ordinance No. 10961, adopted March 12, 1992, by increasing the appropriation to the Special Revenue Fund entitled "Summer Youth Employment and Training Program (FY'92) JTPA Title II-B" from the amount of $536,850 to $1,148,344 from the United States Department of Labor through the South Florida Employment and Training Consortium. BACKGROUND: The Department of Community Development has been advised by the South Florida Employment and Training Consortium (SFETC) that, as a result of federal legislation recently adopted which significantly increased funding for summer youth programs of the nation's 75 largest cities, the City has been allocated an additional $611,494 for its Summer Youth Employment and Training Program (SYETP). This increase raises the original allocation from $536,850 to $1,148,344 to operate the FY'92 Summer Youth Employment and Training Program (SYETP). The increased allocation will provide summer employment for an additional 300 youth between the ages of 14-21 and will also increase the maximum number of total hours the youth may work during the summer from 180 hours to 240 hours. The City' s 1992 SYETP will employ 740 youth this summer. It should also be noted that the increase in participants will not result in an extensive recruiting campaign for additional youth. Due to the overwhelming response to the original intake activities conducted by staff, a waiting list of over 300 eligible youth has been developed and the additional slots will enable these youth to participate in the program. This is a companion item to a resolution authorizing the City Manager to accept the additional allocation and amend the agreement with the SFETC.
