narootics trafficking; and
WB REAS, there is a need to target specific geographioal areas; and
initial resouroes and initial appropriations for the "Geographio Targeting
Program" in the amount of $75,000; and
WHEMS, the Department of Justioe, Offioe of Jbstice Programs, has
approved the award of an additional $65,000 toward the payment of overtime and
other related expenses, with no matching funds from the City of Miami. to

Section 1. The recitals and findings contained in the Preamble to this
if fully set forth in this Section.
Section 2. Section 2 of Ordinance No. 10913, adopted September 11, 1991,
is hereby amended in the following pastioulars:1

Section 3. The City Marker is hereby authorized to aooept the grant as
set forth in the Preamble to this Ordinance and to enter into the neoessary
oontract(s) and/or agreement(s), in a form acceptable to the City Attorney,/

Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed..
Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.

remaining provisions are now in effect and remain unchanged.

RECENENCES:
ENCLOSURM .
It is respectfully recommended that the City Commission adopt the
attached ordinance, as amended, increasing the appropriations to
the Special Revenue Fund entitled! "Geographic Targeting Program"
by $65,000, as the result of a successful application for
additional grant funds from the U.S. Department of Justice.
Ordinance No. 10913, adopted September 11, 1.991, established
resources and appropriations for the "Geographic Targeting
Program", in the amount of $75,000. As the result of a
successful application to the U.S. Department of Justice, there
are an additional $65,000 available for depoait into the fund.
The request for the appropriation of these monies is required for
the Miami Police Department to continue its efforts at combatting
narcotics trafficking in those neighborhoods identified as high
risk areas. The U.S. Department of Justice, Office of Justice
Programs, has awarded the City of Miami Police Department this
grant of $65,000 as an incentive to target organizations involved
in narcotics trafficking based on geographic location. No
matching funds are required by the City.
