ORDINANCE NO.
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "SUMMER FOOD
SERVICE PROGRAM FOR CHILDREN 1992" AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAME
IN THE AMOUNT OF $302,677 CONSISTING OF A
GRANT FROM THE UNITED STATES DEPARTMENT OF
AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF
EDUCATION; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF AGRICULTURE AND TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR THIS PURPOSE;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Florida Department of Education, Food and
Nutrition Management Division, with funding from the U.S.
Department of Agriculture, has agreed to allow the City of Miami
to participate once again in its Summer Food Program; and
WHEREAS, said State agency will reimburse the City at a rate
of $2.1675 per summer lunch, and $0.5675 per supplement, which
the City provides to children within the parks of the City of
Miami; and
WHEREAS, each $2.1675 reimbursement will provide $2.01 for
operational and actual lunch cost, and $0.1575 for administrative
costs of the program, and each $0.5675 reimbursement will provide
$0.5275 for operational and actual supplement costs, and $0.040
for administrative cost of the program; and

WHEREAS, an estimated 107,247 lunches and 123,734
supplements will be served during the project period starting
June 22, 1992 and ending August 21, 1992; and
WHEREAS, an estimated $302,677 will be received from the
State of Florida for carrying out said program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

APPROPRIATION: Summer Food Service for
Program Children - 1992

Section 2. This appropriation is contingent upon the
approval of the City's application for said grant by the Florida
Department of Education and the City Manager's acceptance
thereof.
Section 3. The City Manager is hereby authorized to accept
the grant as set forth in the Preamble to this Ordinance and to

execute the necessary document(s)1/ in a form acceptable to the
City Attorney for said program.
Section 4. All Ordinances or parts of Ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 7. The requirements of reading this Ordinance on
two separate days is hereby dispensed with an affirmative vote of
not less than four -fifths of the members of the Commission.
Section 8. This Ordinance shall become effective
immediately upon its adoption.
1� The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Ordinance for the Summer
Food Service Program for
Children 1992
It is respectfully recommended that the City Commission adopt the
attached ordinance to create a new Special Revenue Fund and to
appropriate grant funds in the amount of $302,677 to be received
from the United States Department of Agriculture to conduct a
summer food service program for youth aged 18 and under from
June 22, 1992 through August 21, 1992.
Each year since 1968, the Department of Parks and Recreation has
sponsored a Summer Food Service Program for Children. Under this
program, the City provides nutritional meals in conjunction with
its comprehensive recreational program featuring arts and crafts,
sporting activities, field trips and special events. This year,
we plan to serve up to 2,437 lunches and 2,812 snacks per day
using no less than thirty (30) sites throughout the City.
The Florida Department of Education will reimburse the City at a
fixed rate of $2.1675 per lunch, and $0.5675 per snack. This
rate will provide sufficient funds to cover the meal cost and to
hire the necessary temporary, part-time recreation aides to
operate the program. Based upon the estimated number of
participants and 44 service days in the program, the total grant
amount is expected to be $302,677.
This Ordinance is being presented as an emergency item because
the department was just recently informed of the availability of
grant funds in mid -March; the need to meet the State of Florida
established time constraints and deadlines for contract execution
and to ensure that funds are in place prior to the start of the
Summer Program on June 22, 1992.
