(e) will not materially alter the population density
pattern or increase or overtax the load on public
facilities such as schools, utilities, streets, etc.;
(f) is necessary due to changed or changing conditions;
(g) will not adversely influence living conditions in the
neighborhood;
(h) will not create or excessively increase traffic

10070
(k) will not adversely affect property values in the

REQUEST Change of Zoning classification as

RECOMMENDATION
PLANNING, BUILDING AND DENIAL OF C-1; APPROVAL OF 0. This
ZONING DEPARTMENT proposal requires an amendment
to the Comprehensive Plan, for which
an application has been made. The
property is located on N.W. 5th

frontage road of I-95. The
immediate area in presently zoned R-

of NW 5th Street which is zoned C-1
Restricted Commercial. The C-1
Restricted Commercial zoning
requested allows for mixed use,
residential/ commercial development
with a zoning capacity of R-4.
For the past 10 years, this site was
considered as suitable for City

released the property. The YWCA
proposes to build on the site, which
would be of service both City-wide
and neighborhood wide. However,
because it faces commercial
development on the south side of NW
5th Street, it can also be
considered for commercial or office
development as part of intermittent
commercial development on the south
side of NW 5th Street.
This proposal is consistent with the
east -west pattern of commercial
development on N.W. ,5th and 8th
Streets.

MY COMMISSION EXPIRESa
The property located at 351 N.W. 5th Street, Miami, Florida
is presently zoned R-4 (Multi -Family High Density Residential).
The Y.W.C.A. seeks to have the property zoned C-1 (Restricted
Commercial). The existing zoning category designation is
inappropriate for this property because of the surrounding area.
Directly across from the property on N.W. 5th Street are two blocks
which are zoned C-1 (Restricted Commercial). East of the property
is the I-95 expressway. The Post Office and the City of Miami
Police Department are located on the other side of I-95. The
Y.W.C.A. seeks to build a structure which will provide very
important and needed services to the community, as well as the
immediate neighborhood. The Y.W.C.A. intends to provide day-care
for 100 children, a teen employability center, a training center
for child day-care operators and the administrative offices for the
Y.W.C.A. The C-1 zoning designation is compatible with the
neighborhood.
