ORDINANCE NO.
AN ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "JTPA TITLE II -A
WYNWOOD SPECIAL INITIATIVE (PY'91)" AND
APPROPRIATING $52,000 FOR SAID FUND FROM THE
U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH
FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Congress of the United States adopted Public
Law 97-300, the Job Training Partnership Act (JTPA) on
October 13, 1982 to establish programs to prepare youth and
unskilled adults for entry into the labor force and to afford job
training to economically disadvantaged persons and other
individuals who are facing serious barriers to employment and who
are in special need of such training to obtain productive
employment; and
WHEREAS, the Department of Community Development operates
the Neighborhoods Jobs Program to meet the mandate of the
aforementioned public law; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City of Miami $52,000 from JTPA Title
II -A funds to provide an On the Job Training Program (OJT)
specifically targeted to residents of the Wynwood area of the
City of Miami;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

INITIATIVE (PY'91)
RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH
THE SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM $ 52,000
APPROPRIATION: JTPA TITLE II -A - WYNWOOD SPECIAL
INITIATIVE (PY'91)
$ 52,000
Section 3. This appropriation is contingent upon funding by
the South Florida Employment and Training Consortium and the City
Manager's acceptance thereof.
Section 4. The herein authorization shall remain valid and
outstanding even if the anticipated grant award is reduced or
increased.
Section 5. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this Ordinance are
hereby repealed.
Section 6. If any section, part of section, paragraph
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.

Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached ordinance which establishes a new special revenue fund
entitled "JTPA Title II -A - Wynwood Special Initiative (PY'91)"
and appropriates $52,000 for this purpose from the U.S.
Department of Labor through the South Florida Employment and
Training Consortium.
BACKGROUND:
The Department of Community Development has been awarded a JTPA
Title II -A grant from the South Florida Employment and Training
Consortium to provide employment and training services in a
special initiative targetted to residents of the Wynwood area of
the City of Miami.
The City has been awarded $52,000 of JTPA Title II -A funds. The
Neighborhoods Jobs Program will target outreach and recruitment,
employability skills training and specialized job development and
placement services specifically to residents of the Wynwood area.
Adoption of the proposed legislation establishes the
aforementioned Special Revenue Fund and appropriates funds as
outlined above. This legislation is is a companion item to a
resolution which authorizes the City Manager to accept the grant
award and enter into agreement with the South Florida Employment
and Training Consortium.
