HomeMy WebLinkAboutO-10952J-92-114 1/30/92 ORDINANCE NO. 10952 AN ORDINANCE ESTABLISHING FOUR (4) NEW SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE I (PY'91)", "JTPA TITLE II-A/ENTERPRISE ZONE (PY'91)", "JTPA TITLE III/PAN AM (PY'91)" AND "DHRS/RCA (PY'91)", AND APPROPRIATING FUNDS FOR THE OPERATION OF EACH COMPONENT IN THE RESPECTIVE AMOUNTS OF $34,118, $96,520, $144,400 AND $75,718 FROM U.S. DEPARTMENT OF LABOR GRANT AWARDS THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted' Public Law 97-300, the Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals facing serious barriers to employment, who are in special need of such training to obtain productive employment; and WHEREAS, the Department of Community Development operates the Neighborhoods Jobs Program to meet the mandate of the aforementioned public law; and WHEREAS, the City of Miami is a member of the South Florida Employment and Training Consortium (SFETC) along with the governments of Hialeah, Miami Beach, Metropolitan Dade County and Monroe County; and 10952 WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $34,118 of JTPA Title I (PY'91) funds to provide employment services to older workers; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $96,520 of JTPA Title II-A/Enterprise Zone (PY'91) funds to serve residents of specific identified economically disadvantaged areas; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $144,400 of JTPA Title III/Pan Am (PY'91) funds to serve displaced Pan Am Airlines workers; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $75,718 of DHRS/RCA (PY'91) funds from the Department of Health and Rehabilitative Services to provide employment services to entrants/refugees; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Funds are hereby established and resources are hereby appropriated as described herein: 10952 -2- FUND TITLE: JTPA TITLE I (PY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 34,118 APPROPRIATION: JTPA TITLE I (PY'91) $ 34,118 FUND TITLE: JTPA TITLE II-A/ENTERPRISE ZONE (FY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $96,520 APPROPRIATION: JTPA TITLE II-A/ENTERPRISE ZONE FY'91) $96,520 FUND TITLE: JTPA TITLE III/PAN AM (FY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $144,400 APPROPRIATION: JTPA TITLE III/PAN AM (FY'91) $144,400 FUND TITLE: DHRS/RCA (PY'91) RESOURCES: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 75,718 APPROPRIATION: DHRS/RCA (PY'91) $ 75,718 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. _3_ 10952 Section 5. If any section, part of section, paragraph clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. Odlo City Manager RECOMMENDATION: DATF JAN 2 91992 Appropriation Ordinance SUBJECT for JTPA Programs REFERENCES City Commission Agenda February 13, 1992 ENCLOSURES It is respectfully recommended that the City Commission adopt the attached ordinance which establishes four (4) new special revenue funds entitled: "JTPA TITLE I (PY'91)", "JTPA TITLE II -A ENTERPRISE ZONE (PY'91)", "JTPA TITLE III/PAN AM (PY'91)" AND "DHRS/RCA (PY'91)", appropriating funds for the operation of each component in the respective amounts of $34,118, $96,520, $144,400 and $75,718 from the Department of Labor grant awards through the South Florida Employment and Training Consortium BACKGROUND: The Department of Community Development has prepared legislation appropriating funds and establishing the following four (4) special revenue funds as a result of grant awards from the South Florida Employment and Training Consortium (SFETC): 1. JTPA TITLE I (PY'91) - The SFETC awarded the City $34,118 to operate an employment services program for older workers. 2. JTPA TITLE II -A ENTERPRISE ZONE (PY'91) - An allocation of $96,520 was awarded by the SFETC to provide employment services to economically disadvantaged persons from specifically identified depressed and deprived geographical areas, which includes the East Little Havana, Overtown, Wynwood, Allapattah, Model City and Edison Little River areas of the City of Miami. 3. JTPA TITLE III/PAN AM (PY'91) - As a result of the recent closing of Pan American Airlines, the City has been awarded $144,400 to provide services to displaced Pan Am workers in a program identical to the one currently operated by the City for displaced Eastern Airline employees. 4. DHRS/RCA (PY'91) - The SFETC has awarded the City $75,718 to provide employment services to entrants/refugees through this program. The aforementioned programs are operated in the Neighborhoods Jobs Program of the Department of Community Development. Adoption of the proposed legislation establishes the above referenced new special revenue funds and appropriates funds for each account as 10952 Honorable Mayor and Members of the City Commission outlined above.
