BACKGROUND:
The Department of Community Development has prepared legislation

2. JTPA TITLE II -A ENTERPRISE ZONE (PY'91) - An allocation of
$96,520 was awarded by the SFETC to provide employment services to
economically disadvantaged persons from specifically identified
depressed and deprived geographical areas, which includes the East
Little Havana, Overtown, Wynwood, Allapattah, Model City and Edison
Little River areas of the City of Miami.
3. JTPA TITLE III/PAN AM (PY'91) - As a result of the recent closing
of Pan American Airlines, the City has been awarded $144,400 to
provide services to displaced Pan Am workers in a program identical
to the one currently operated by the City for displaced Eastern
Airline employees.
4. DHRS/RCA (PY'91) - The SFETC has awarded the City $75,718 to
provide employment services to entrants/refugees through this
program.
The aforementioned programs are operated in the Neighborhoods Jobs
