WHEREAS, the Florida Department of Health and. Rehabilitative Services is
authorized. by Chapter 401, Part II, Florida Statutes, to provide grants to
medical services; and
WIGS, it is the intent of the members of the Dade Board of County
Commissioners that the 1991-92 funding for Dade County from the Florida
Department of Health and Rehabilitative Services, "Florida Emergency Medical.
Services Grant Program for Counties" in the amount of $557,892 be apportioned
and passed through to participating municipal fire departments for individual
projects; and.

WAS, the City of Miami's allocation of this total grant for 1991-92
is $118,955, with a carry-over fund balanoe from previous grant awards of
$167,882 and $6,816 in accrued interest earnings from previous grant awards,
and estimated interest earnings in 1992 of $4 , 000 ; and
WHEREAS, the City of Miami Department of Fire, Rescue and Inspection
Services' Work Plan has been approved by Dade County and now desires to
implement the following projects under a total grant appropriation of
$297,653: (1) Aquatic Safety and Accident Prevention Program; (2) Twelve -Lead
EM Monitor Defibrillators - $70,000; (3) Rescue Vehicle-Ambulame - $52,653;
(4) Conferences and. Seminars - $10,000; (5) Telephone Interfaoe for
Transmission of 12-Lead EM's - $10,000; (6) Safety Literature - $5,000; (7)
EMS Equipment - $5,000; (8) Hand Held Computer for EMS Incident Reporting -
$100,000; and (9) Emergency Medical Dispatch Training - $10,000;

Section 1. The following New Special Revenue Fund is hereby
established and resources are hereby appropriated as described herein:

Section 2. This appropriation is contingent upon final approval
of the State of Florida Department of Health and Rehabilitative Services and
the City Manager's woeptan,oe thereof.

Section 3. The City Manager is hereby authorized to aooept the
aforementioned grant and enter into the necessary Letter Of Understanding ng with
the Florida Department of Health and Rehabilitative Services and/or
Metropolitan Dade County, in a form aooeptable to the City Attorney and
subject to applicable City Code provisions.
Section 4. All or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this Ordinance are
hereby repealed.
Section 5. If any section, part of section, paragraph, clause,
phrase or word of this Once is declared invalid, the remaining provisions
of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty (30) days
after final reading and adoption thereof.

It is respectfully recommended that an Ordinance be passed
establishing a New Special Revenue Fund entitled "Dade County EMS
Grant Award (FY'92)11, appropriating funds in the amount of
$297,653; consisting of a $118,955 Grant, apportioned by
Metropolitan Dade County, from the State of Florida Department of
Health and Rehabilitative Services under the "Florida Emergency
Medical services Grant Program for Counties", $167,882 in carry-
over fund balance from previous EMS Grant Awards, $6,816 in
accrued interest earnings from previous EMS Grant A•-ards and an
estimated $4,000 in interest earnings from the 1992 EMS Grant
Award; and authorizing the City Manager to accept the Grant Award
and to enter into the necessary Letter of Understanding with the
Florida Department of Health and Rehabilitative Services and/or
Metropolitan Dade County.
BACKGROUND:
The Department of Fire, Rescue and Inspection Services has been
awarded a grant under the State's "Florida Emergency Medical
Services Grant Program for Counties, for the following work
program activities:
- Implementation of an Aquatic Safety and Accident
Prevention Program - $35,000
- Purchase of 12-Lead EKG Monitor Defibrillators - $70,000
- Purchase of a Rescue Vehicle -Ambulance - $52,653
- Attendance at Conferences and Seminars-$10,000
- Purchase of Telephone Interface System for Transmission of
12-Lead EKG's - $10,000
- Purchase of Safety Literature - $5,000

Dear Chief Duke:
The 1991-92 County Grant Application Package, approved by the
Fire Chiefs, the Fire Board, and the Board of County
Commissioners has been submitted to the State HRS-EMS Office
for final approval. An estimated total of $557,892.29 is
expected from HRS-EMS for Fiscal Year 1991-92, per HRS-EMS
letter dated August 9, 1991. We anticipate $118,955.00 in
support of your work projects.
We are planning again this year to disburse the funds
designated for your work projects directly to your
municipality. To facilitate that process, I am enclosing a
Letter of Understanding which will provide the basis for this
disbursement. Please secure the appropriate signature and
return it to our EMS Division, attention Amelia M. Reyes,

(EMS)Grant Award Funds for
Improved, Expanded Pre -
Hospital EMS System
It is recommended that the Board authorize the County Manager to
apply for, receive and expend Emergency Medical Services Grant
Award funds in an amount not to exceed $1,500,000 in the Fiscal
Year 1991-92, to be used to improve and expand the Countywide
Pre -Hospital EMS System.
Each year the Department of Health and Rehabilitative Services
MRS), Office of Emergency Medical Services (EMS) distributes
County Grant Funds as authorized by Chapter 401, Part II, Florida
Statutes (F.S.). These funds are made available to eligible
County governments to improve and expand their pre -hospital
emergency medical services. The funds are derived from surcharges
on various traffic violations.
A stipulation of the grant is that municipal fire departments are
to apply for and receive funds through their respective county
government or county fire department. The Paramedic Coordinating
Council, which includes members of the four municipal fire
departments, as well as Metro -Dade Fire Department, conducts an
annual needs assessment to formulate the Dade County Awards Grant
application. Coordination of the grant application with this area
EMS Council is a requirement of the application process.
Approximately $627,256 of new Grant Award monies is anticipated
for 1991-92. The new revenue ($627,256) combined with prior year
funds and interest earned forms the basis for the 1991-92 Work
Plan amount of $1,500,000. A detailed description of the proposed
projects is provided in the attached Work Plan.
The attached resolution certifies that the activities included in
our application will improve or expand the pre -hospital EMS system
in Dade County and that funds will not be used to supplant
existing budget allocation for these services.

RESOLUTION AUTHORIZING THE COUNTY MANAGER TO
APPLY FOR, RECEIVE AND EXPEND EMERGENCY
MEDICAL SERVICES GRANT AWARD FUNDS FOR
IMPROVED AND EXPANDED PRE -HOSPITAL EMERGENCY
MEDICAL SERVICES (EMS) PROGRAM
WHEREAS, this Board desires to accomplish the purposes
outlined in the accompanying memorandum, a copy of which is
incorporated herein by reference; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF DADE COUNTY, FLORIDA, that this Board authorizes
the County Manager to file a 1991-92 grant application for
Emergency Medical Services Award funds to be used to improve and
expand the pre -hospital Emergency Medical System in Dade County,
in substantially the form attached hereto and made a part hereof;.
to receive and expend any and all monies received for such
purposes described in the grant application; to execute such
contracts and agreements that are required by this governmental
body, following approval by the County Attorney's office, for and
on behalf of Dade County, Florida; and to file and execute any
amendments to the application.
