AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "OFFICE OF INTERGOVERNMENTAL LIAISON (PY'91)" AND APPROPRIATING FUNDS FOR OPERATION OF SAID PROGRAM IN THE AMOUNT OF $60,000 FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals who are facing serious barriers to employment and who are in special need of such training to obtain productive employment; and WHEREAS, the Department of Community Development operates the Neighborhoods Jobs Program to meet the mandate of the aforementioned public law; and WHEREAS, the City of Miami is a member of the South Florida Employment and Training Consortium (SFETC) along with the governments of Hialeah, Miami Beach, Metropolitan Dade County and Monroe County; and 10942 WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $60,000 to continue liaison services with the SFETC; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: OFFICE OF INTERGOVERNMENTAL LIAISON (PY'91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 60,000 APPROPRIATION: OFFICE OF INTERGOVERNMENTAL LIAISON (PY'91) $ 60,000 Section 3. This appropriation is contingent upon funding by a grant from the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. 10942 - 2 - Section 5. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. Od io City Manager RECOMMENDATION: NOV Z 11991 Appropriation Ordinance sisj for the Office of Intergovernmental Liaison _r,CLOSJR s It is respectfui.l.y recommended that the attached ordinance which establishes a entitled "Office of Intergovernmental appropriating $60,000 from the Department Florida Employment and Training Consortium, BACKGROUND: City Commission Agenda December 5, 1991 City Commission adopt the new special revenue fund Liaison (PY'91)" and of Labor through the South The Department of Community Development has prepared legislation establishing a new special revenue fund and appropriating $60, 000 for said fund for the operation of Intergovernmental Liaison activities between the City of Miami and the South Florida Employment and Training Consortium (SFETC). The City of Miami is one of five (5) municipal governments comprising the SFETC, which administers JTPA funds to provide employment and training services to residents of South Florida. The SFETC has awarded the City a grant of $60, 000 to provide Liaison/support services through the Department of Community Development_. Adoption of the proposed legislation establishes a new special revenue fund and appropriates funds for said account as outlined above. This legislation is a companion item to a resolution which authorizes the City Manager to accept the grant award and enter_ into agreement with the South Florida Employment and Training Consortium.
