AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "STAY IN SCHOOL PROGRAM (FY'91) JTPA II -A"; APPROPRIATING FUNDS FOR THE OPERATION OF SAID PROGRAM IN THE AMOUNT OF $13,000 FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Job Training Partnership Act (JTPA) provides funds under Title II -A to provide a program directed to youth who are at risk of dropping out of school; and WHEREAS, said funds are available through the South Florida Employment and Training Consortium (SFETC); and WHEREAS, the Department of Community Development submitted a grant proposal to the SFETC in the amount of $13,000 to operate a Stay -In -School Program for 71 at -risk students at Miami Edison Senior High School for the period November 1, 1991 through March 31, 1992; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained -in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. 10937 Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: STAY -IN -SCHOOL PROGRAM (FY'91) JTPA II -A RESOURCES: THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $13,000 APPROPRIATION: STAY -IN -SCHOOL PROGRAM (FY'91) JTPA II -A $13,000 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. Od io City Commission Agenda City Manager ENCLosuRES November 14, 1991 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached ordinance establishing a new Special Revenue Fund entitled "Stay -In -School Program (FY'91) JTPA II -A" and appropriates $13,000 from the United States Department of Labor through the South Florida Employment and Training Consortium. BACKGROUND: The Department of Community Development has submitted a proposal to the South Florida Employment and Training Consortium (SFETC) in the amount of approximately $13, 000 to operate the A Stay -In - School (SIS) Program for youth at risk of dropping out of school. This program is an adjunct of the Summer Youth Employment and Training Program (SYETP) and will operate from November 1, 1991 through March 30, 1991. It is anticipate that SYETP funding will continue the program through September 30, 1992. The City of Miami has operated a Summer Youth Employment and Training Program since 1976. The SIS provides the City an opportunity to maintain a year round program specifically directed to youth. The SIS grant submitted by the City will provide counseling to 71 at risk youth attending Miami Edison Senior High School. The proposed ordinance establishes a new Special Revenue Fund entitled "Stay -In -School (FY'91) JTPA II -A" and further appropriates said funds. This is a companion item to a proposed resolution which authorizes the City Manager to accept the grant award and enter into the necessary contract with the SFETC.
