AN ORDINANCE ESTABLISHING TWO (2) NEW SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE II -A *(PY'91)" AND "JTPA TITLE III (PY'91)"; APPROPRIATING FUNDS FOR OPERATION OF EACH COMPONENT IN THE RESPECTIVE AMOUNTS OF $509,510 AND $121,335 FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership Act (JTPA), on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals facing serious barriers to employment who are in special need of such training to obtain productive employment; and WHEREAS, the Department of Community Development operates the Neighborhood Jobs Program to meet the mandate of the aforementioned public law; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $509,510 from JTPA Title II -A funds to provide services to the general population, ex - offenders, and recipients of aid for dependent children; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $121,335 under JTPA * The letters "PY" mean "program year". [C1 r/E # 10936 Title III to provide employment related services to dislocated workers; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE II -A (PY'-91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 509,510 APPROPRIATION: JTPA TITLE II -A (PY'-91) $ 509,510 FUND TITLE: JTPA TITLE III (PY'-91) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 121,335 APPROPRIATION: JTPA TITLE III (PY'-91) $ 121,335 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. -2- 10936 Q.7 Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. Od io City Manager RECOMMENDATION: Appropriation Ordinance SJBJECT for Job Training Programs REERENCES City Commission Agenda November 14, 1991 ENCLOSURES It is respectfully recommended that the City Commission adopt the attached ordinance which establishes two new special revenue funds entitled "JTPA Title II -A (PY'91) " and "JTPA Title III (PY'91) ", and appropriating $509,510 and $121,335 respectively from Department of Labor through the South Florida Employment and Training Consortium. BACKGROUND: The Department of Community Development has been awarded two grants from the South Florida Employment and Training Consortium to provide employment and training services. Both grants are funded by the Department of Labor and will operate from the Department of Community Development, Neighborhood Jobs Programs Section. The City has been awarded $509, 510 of JTPA Title II -A to assist the general population and $121, 335 of JTPA Title III funds to provide assistance to dislocated workers. Adoption of the proposed legislation establishes two (2) special revenue funds and appropriates funds for these accounts as outlined above. This legislation is is a companion item to a resolution which authorizes the City Manager to accept the grant awards and enter into agreement with the South Florida Employment and Traininfg Consortium.
