A RESOLUTION AUTHORIZING THE FUNDING OF THE
1995 TRAINING CONFERENCE OF THE INTERNATIONAL
ASSOCIATION OF CHIEFS OF POLICE IN AN AMOUNT
NOT TO EXCEED $156,000; ALLOCATING FUNDS
THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND,
SUCH EXPENDITURES HAVING BEEN CERTIFIED BY
THE CHIEF OF POLICE AS COMPLYING WITH SECTION
932.7055, FLORIDA STATE STATUTES, AND BEING
SUBJECT TO APPLICABLE CITY CODE PROCUREMENT
PROVISIONS; FURTHER STATING THAT THE POLICE
DEPARTMENT WILL ENDEAVOR TO COLLECT AND
REIMBURSE THE LAW ENFORCEMENT TRUST FUND THE
HEREINABOVE SPECIFIED AMOUNT.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department is tri-hosting the 1995
International Association of Chiefs of Police Training
Conference; and
WHEREAS, approximately 8,000 to 10,000 law enforcement
officers from around the world will be attending the conference;
and
WHEREAS, training will consist of survival techniques,
investigation skills, use of firearms, first line, mid level and

executive leadership skills and numerous other law enforcement
related topics; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Florida State Statute 932.7055, as amended; and
WHEREAS, funds to cover this training are available in the
City of Miami Law Enforcement Trust Fund, Project No. 690001,
Index Code 029002-247;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding of the 1995 Training Conferenoe of
the International Association of Chiefs of Police, in an amount
not to exceed $156,000, is hereby authorized, with funds therefor
hereby allocated from the City of Miami Law Enforcement Trust
Fund, Project No. 690001, Index Code 029002-247, such
expenditures having been certified by the Chief of Police as
complying with Section 932.7055, Florida State Statutes, and
being subject to applicable City Code procurement provision.
Section 3. The Police Department shall make an effort to
recoup funds from outside sources, in an amount equal to the
herein allocation, and shall see that all funds so collected are
deposited into the Law Enforcement Trust Fund.

Resolution Authorizing the
Funding of the 1995 IACP
Training Conference
It is respectfully recommended that a Resolution authorizing the
funding of the International Association of Chiefs of Police 1995
Training Conference, in the amount of $156,000, be approved.

The Police Department, in conjunction with the City Manager's
Office, the Mayor's Office, the Department of Conferences,
Conventions and Public Facilities, Metropolitan` Dade County, and
the City of Miami Beach, actively lobbied the International
Association of Chiefs of Police for the opportunity to host the
1995 IACP Training Conference. This was done not only because of
the revenues generated by the conference, but also because of the
positive impact 8,000 to 10,000 police chiefs will have on the
tourist industry in our community. Hotels from the City of
Miami, The City of Miami Beach, and Metropolitan Dade County will
be used to house the participants.
The parties to this effort also recognize the need for leaders in
the law enforcement community to exchange ideas and opinions
about the crime problem nationwide and to conduct training
seminars in first line, mid level and executive leadership
skills, firearms, survival, investigative techniques, planning
skills, and a host of other topics. The IACP Training Conference
provides such a forum for this type of interaction. Law
enforcement executives from around the world are expected to
attend this conference. The funding being requested will be used
to promote the event as well as initiate the organization of the
various planned activities. Metropolitan Dade County and the
City of Miami Beach have already allocated $156,000 each to the
conference.
It is, therefore, recommended that the Resolution authorizing the
funding of the 1995 IACP Training Conference, in the amount of
$156,000, funding to be provided from the Law Enforcement Trust
Fund, Project No. 690001, Index Code 029002-247, be approved.
