RESOLUTION NO. 9 3 - 771
A RESOLUTION APPROVING THE PURCHASE OF A-17
MAINFRAME PERIPHERAL HARDWARE/SOFTWARE,
ASSOCIATED SUPPORT EQUIPMENT, AND ONGOING
MAINTENANCE FOR SAID EQUIPMENT FROM UNISYS
CORPORATION, UNDER EXISTING STATE OF FLORIDA
CONTRACT NOS. 250-050-93-1 AND 250-040-92-1,
FOR AN AMOUNT NOT TO EXCEED $896,000, PLUS
ANY FINANCE CHARGES, SAID PURCHASE TO REPLACE
EXISTING OUTDATED EQUIPMENT; ALLOCATING FUNDS
THEREFOR FROM THE GENERAL BUDGET OF THE
DEPARTMENT OF MANAGEMENT AND BUDGET, COMPUTER
DIVISION; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE THE NECESSARY PURCHASE ORDER(S) FOR
SAID PURPOSE.
WHEREAS, the City of Miami needs to replace its outdated
A-17 mainframe peripheral hardware/software and associated
equipment; and
WHEREAS, the purchase of new equipment will provide the City
with new hardware while realizing a net savings of $130,000 over
a five-year period; and
WHEREAS, the Department of Management and Budget has
determined that utilizing the existing State of Florida contracts
is the most economical way to acquire the needed computer
equipment; and
WHEREAS, the new equipment will provide at least a fifty
percent (50%) increase in performance and almost a sixty percent
(60%) increase in storage capacity compared to the City's current
operation;
Note: This Resolution was passed and adopted
subject to the Department sitting down with
Vice Mayor Dawkins to explain and review the
herein instrument, and obtain his concurrence.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of A-17 mainframe peripheral
hardware/software, associated support equipment, and ongoing
maintenance for said equipment is hereby approved from Unisys
Corporation, under existing State of Florida Contract
Nos. 250-050-93-1 and 250-040-92-1, for an amount not to exceed
$896,000, plus any finance charges, said equipment to replace
existing outdated equipment, with funds therefor hereby allocated
from the General Budget of the Department of Management and
Budget, Computer Division for said purchase.
Section 3. The City Manager is hereby authorized`/ to
instruct the Chief Procurement Officer to issue the necessary
purchase order(s) for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

A17 MAINFRAME PERIPHERAL
HARDWARE/SOrTWAREF
ASSOCIATED EQUIPMENT AND
MAINTENANCE
It is recommended that the City Commission adopt the attached
resolution authorizing the replacement and on -going maintenance of
the City's mainframe peripheral computer equipment thereby realizing
a net savings of approximately $130,000 over a period of five (5)
years. The new equipment will replace the 10 year old disk drives
and magnetic tape drives, the data communications processors,
outdated personal computers and will increase the A-17's RAM memory.
The new peripheral equipment is being purchase from the Unisys
Corporation under the State of Florida contract number 250-050-93-1
and 250-040-93-1. The equipment/software and maintenance cost is not
to exceed $896,000 plus any finance charges. This cost will be
offset by the savings in maintenance and environmental coats which
over a 5 year period represents a net savings of approximately
$130,000.
BACKGROUND
The current disk, tape and network communications processors are over
ten (10) years old. This equipment is expensive to operate,
unreliable, and has inadequate performance characteristics.
The storage requirements of the computer systems continue to
increase. Lack of disk storage has cause interruptions in servicing
city users. There is no floor space available for equipment
expansion in the computer. room. The majority of space is taken up by
the present disk drives and associated equipment. The new disk
technology will provide us with at least a 50% increase , in
performance throughput. The storage capacity will increase by 58%
while the reliability of the equipment is based on an MTBF of 300,000
hours.
The new tape drives utilize the cartridge system versus the open
reel. The cartridge drives hold more data (over 50% increase) and
require less ra.ck space for storage (75% less). Two of the cartridge
drives will be fitted with autoloaders reducing operator intervention
in mounting scratch tapes. The cartridge tapes cost half as much as
the open reel tape.

The current network communication processors limit the ability to
communicate with other computer systems. There is no software
available to perform proactive network management or problem
resolution. The new communication processors will take the network
processing workload off of the mainframe computer providing more
resource to the on-line users. The available protocols supported by
these new communication processors will allow epmmunications to a
wide variety of different computers.
The number of active on-line programs and libraries has tripled since
the purchase of the A-17. The additional memory will allow these
programs to operate at a more optimum level and alleviate sporadic
degradation in system response times.
