WHEREAS, the Housing qVortmities for Pews With Aids ("WA) Program
was created under the AIDS Housing Opportunity Act, and revised under the
Housing and camumity Development Act of I992; and
VMWAS, in February, 19M, the City responded to U.S. Department Of
Housing and Urban Development (Hm) Notice of Funding Availability for fisoa
year 19M WRA Program funding, m bebalf of. and In conjunction with Dade

VMMAS, in April. 1903, the City received not4m of Banding approval
from HM under the H]PWA Program in the amount of $4,®97,000; and

City Coamission authorized the City Manager to aooept the HOPWA Program Grant
in the amount of Me97,000 and to enter into agreements for the
implemeatatiomn of the WFWA Program. subject to City Ccmanissi.on approval; anv

providing housing related assistance to persamns with HIV/AnG or related

WHEREAS. on August 16. 1993. funding request proposals under the MPWA
Program were received by the City; and
VHMMS, on November 4, 1993, the HOPWA Working Advisory Committee,
oonsisting of of Dade County. the cities of MiAiear+, Miami,
Miami Beach and various local arm Service Prcvi,ders to persons affected by
AIDS held a pub] -to hearing which bad been advertised in The Miami Herald, The
Miami Times and the Diana les AmeMnas, in order to solicit publto input,
which included input from public offiatals representing their respective local
juri s i c ons , as well as preseultat30I18 by the project %=sons (service
providers) of the proposed housing projects being oonsidered by the Committee;
and

Proposal: Acquire, demolish, rehabilitate, and operate existing
buildings which will provide 26 affordable housing
units for low income families with at least one family
member with HIV/AIDS. Medical and non -medical services
shall be provided by the project sponsor.

It is respectfully recommended that the City Commission adopt the
attached resolution authorising the City Manager to execute
individual contractual agreements, in a form acceptable to the
City Attorney, with Economic Opportunity Family Health Center,
Inc., Lock Towns Community Mental Health Center, Inc., and
Christian Community Service Agency, in connection with the
acquisition, rehabilitation and/or operation of rental housing
units affordable to persons with HIV/AIDS, or related diseases.
The attached resolution further directs the City Manager to
disburse funding in the amounts stated in Section 2 of the
attached resolution. Funding for this activity is being provided
by the U.S. Department of Housing and Urban Development in
connection with the Housing Opportunities for Persons with AIDS
(HOPWA) Program (FY, 1993).
In February of 1993, the City of Miami, on behalf of Metropolitan
Dade County and the cities of Hialeah, and Miami Beach, applied
for $4,697,000 in Housing Opportunities for Persons With AIDS
(HOPWA) Program funding from U.S. HUD. In April of 1993, the
City was notified by U.S. HUD that its application for $4,697,000
in HOPWA Program funding had been approved.
At the May 13, 1993 City Commission meeting, the City Commission
through Resolution No. 93-287, authorized the City Manager to
accept the $4,697,000 HOPWA Grant from U.S. HUD and to execute
the necessary agreements and documents for implementation of the
HOPWA Program.
In June of 1993, the Department of Development and Housing
Conservation advertised for proposals from local area AIDS
service providers/sponsors for the purpose of roviding housing
related assistance to individuals with HIVAAIDS or related
diseases in connection with the HOPWA Program. On August 18,

1993, the proposals submitted in response to the City's
advertisement were reviewed by the HOPWA Working Advisory
Committee, consisting of representatives from Metropolitan Dade
County, the cities of Miami, Miami Beach, Hialeah, the Miami
Coalition For The Homeless, Cure AIDS Now, the Health Council of
South Florida, and the Dade Partnership for Community and
Economic Development.
Subsequently, on November 4, 1993, the HOPWA working Advisory
Committee held a public hearing, which had been advertised in the
Miami Herald, the Miami Times, and the Diario Las Americas, in
order to solicit public input, which included input from public
officials representing their local jurisdictions regarding the
various housing proposals being considered by the HOPWA Working
Advisory Committee for HOPWA Program funding.
Based on the proposals which were received and the
recommendations of the HOPWA Working Advisory Committee, the
Department of Development and Housing Conservation recommends the
following project sponsors for funding in the amounts listed
below, for the acquisition, rehabilitation and operation of
rental housing units affordable to individuals with HIV/AIDS or
related diseases in connection with the HOPWA Programs
