HomeMy WebLinkAboutR-93-0732J-93-746 11/3/93 N RESOLUTION NO. 93- '732 A RESOLUTION EXPANDING THE BOUNDARIES OF THE LITTLE HAVANA COMMUNITY DEVELOPMENT TARGET AREA TO THE NORTH AND TO THE WEST, FOR COMMUNITY DEVELOPMENT BLOCK GRANT PURPOSES. WHEREAS, the City of Miami Commission created eight Community Development target areas within the City of Miami for the purpose of Community Development Block Grant funding and activities; and WHEREAS, the residents and property owners in the Little Havana target area expressed their support to expand the boundaries of the target area to the north and west at a public hearing held in September 1993; and WHEREAS, the proposed target area expansion has experienced decay and decrease in resident income qualifying it as a Community Development target area; and WHEREAS, the objective of the Community Development Block Grant Program is to benefit low and moderate income persons and aid in the prevention and elimination of slum and blight conditions; and WHEREAS, a community development target area designation will enable the area to be eligible for Community Development Block Grant funds for capital improvements, social services, economic development and housing programs; CITY COMMISSION MEETILNG OF NOV 2 3 1993 R"olution-No. 93- 732 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The boundaries designating the Little Havana Community Development Target Area are hereby expanded as follows: Northern Segment Boundary - Miami River to the North and East, N.W. 7th Street to the South, and N.W. 27th Avenue to the West. Western Segment Boundary - N.W. 7th Street to the North, S.W. 17th Street to the South, N.W. S.W. 27th Avenue to the East, and N.W. S.W. 37th Avenue to the West. Property facing both sides of the street on N.W. 7th Street and N.W. 27th Avenue and 37th avenue (within the City limits) to be also included. Section 2. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this _23rd day of November 1993. Odio City Manager W TE �= Resolution Expanding the SUBJECT Little Havana CBDG Target Area REFERENCES: ENCLOSURES. 21 It is respectfully recommended that the City Commission adopt the attached Resolution. The proposed Resolution provides for an expansion of the Little Havana CDBG Target Area. BACKGROUND The Department of Community Development, in conjunction with Planning, Building and Zoning, conducted three (3) neighborhood meetings (properly 'advertised) in the areas of Flagami, Upper Eastside and Little Havana to receive input from the area residents and merchants as to the possible expansion of the CDBG target areas, or the creation of a new one in the case of Flagami. Regarding the above -mentioned areas, the only one to receive overwhelming support from residents and merchants was the proposed expansion of the Little Havana target area. The proposed area has experienced decay and decrease in resident income qualifying them as a Community Development target area. A Community Development target area designation will enable the area to be eligible for Community Development Block Grant funds for capital improvements, social services, economic development and housing programs. The attached Resolution expands the boundaries of the Little Havana target area to the North and West as follows: - Northern Segment Boundary - Miami River to the North and East, N.W. 7th Street to the South, and N.W. 27th Avenue to the West. - Western Segment Boundary - N.W. 7th Street to the North, S.W. 17th Street to the South, N.W.
