A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT THE 1993 EMERGENCY SHELTER GRANT FROM
THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (USHUD) IN THE AMOUNT OF $194,000
AND, UPON APPROVAL OF SAID GRANT BY USHUD, TO
EXECUTE THE NECESSARY IMPLEMENTING CONTRACTS
AND AGREEMENTS; FURTHER ALLOCATING SAID
AMOUNT TO THE HEREIN NAMED AGENCIES IN
FURTHERANCE OF THEIR PROJECTS OF PROVIDING
SERVICES TO THE HOMELESS; AUTHORIZING THE
CITY MANAGER TO ENTER INTO AGREEMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
SAID AGENCIES, FOR SAID PURPOSE, SUBJECT TO
APPLICABLE CITY CODE PROVISIONS.
WHEREAS, the U.S. Department of Housing and Urban
Development (USHUD) notified the City of Miami that it is
eligible to receive an FY'93 Emergency Shelter Grant in the
amount of $194,000 from the Stewart B. McKinney Homeless
Assistance Act to provide programs for the homeless; and
WHEREAS, the application for the 1993 Emergency Shelter
Grant continued support of the Beckham Hall Homeless Shelter;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto'and incorporated herein as if fully set forth in this
Section. il

Section 2. The City Manager is authorized to accept the
grant award upon approval by USHUD and execute`/ the necessary
implementing contracts and agreements, in a form acceptable to
the City Attorney, subject to applicable City Code provisions.
Section 3. Emergency Shelter Grant Funds for 1993, in the
amount of $194,000, are hereby allocated as follows:

operation of Beckham Hall)

Section 4. The City Manager is hereby authorizedI/ to enter
into agreements, in a form acceptable to the City Attorney, with
the hereinabove agencies to continue their projects of providing
services to the homeless, subject to applicable City Code
provisions.
Section 5. This Resolution shall become effective
immediately upon its adoption pursuant to law.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

the FY193 Emergency
Shelter Grant

It is respectfully recommended that the City Commission approve
the attached resolution authorizing the City Manager to accept
the 1993 Emergency Shelter Grant in the amount of $194,000 from
the U.S. Department of Housing and Urban Development (USHUD) and,
upon approval of said grant by USHUD, to execute the necessary
implementing contracts and agreements; also allocating the
aforementioned amount to the herein named activities providing
services to the homeless and authorizing the City Manager to
enter into agreements with appropriate agencies in a form
acceptable to the City Attorney.
The Department of Community Development has prepared legislation
authorizing the City Manager to accept the 1993 Emergency Shelter
Grant from the U.S. Department of Housing and Urban Development
(USHUD)in the amount of $194,000 to provide needed services to
the homeless. The proposed legislation further allocates funds
to approved projects for the homeless and authorizes the City
Manager to enter into the necessary implementing agreements with
USHUD and approved agencies serving the homeless.
USHUD notified the City of Miami that it is entitled to receive
an Emergency Shelter Grant of $194,000 as a result of the Stewart
B. McKinney Homeless Assistance Act adopted by Congress to
provide services to the nation's homeless population. The grant
requires a one-to-one match which may be met through either cash
or in kind services.
This is the City's seventh emergency shelter grant and is based
on the same formula used to award Community Development Block
Grant Funds to eligible jurisdictions. The City's 1993 ESG
application maintains the support of the Beckham Hall Shelter
($194,000) for homeless males and provides.
The emergency shelter grant may be used only for one or more of
the following eligible activities related to emergency shelter
for the homeless:

1. Renovation, major rehabilitation, or conversion of
buildings for use as emergency shelters for the homeless.
2. Provision of essential services (which may include
employment, health, substance abuse, education or food) if,
i. the service is a new service or there is a
quantifiable increase in the level of service from the
prior 12 month period; and
ii. not more than 30% of the total grant may be used for
these services.
3. Payment of maintenance, operation (including rent,
excluding staff), insurance, utilities and furnishings.
4. The development and implementation of homeless
prevention activities (not more than 30% of the total grant
may be used for these services).
Adoption of the proposed resolution authorizes the City Manager
to accept the aforementioned grant, allocates ESG funds to the
aforementioned projects providing services to the homeless, and
further authorizes the City Manager to execute the necessary
implementing contracts with USHUD and enter into agreements with
approved agencies providing services. This is a companion item
to a proposed ordinance appropriating said funds and establishing
a special revenue fund for said purpose.
