WHYS, City of Miami, pursuant to Ordinance No. 11038, adopted. February 25, 1993, established a new special revenue fund entitled "Transportation, Planning and Coordination", appropriated funds for the operation of same in the amount of $155,000, consisting of a $120,000 grant from the Metropolitan Planning Organization for the Miami Urbanized (MPO) Area, matched by $35,000 from private developer contribution, of which $5,000 is an overmatch, and authorized the City Manager to accept the grant award and execute the necessary agreements) with the MPO; and WHEREAS, the MPO has allocated an additional sum of $90,000 from Fiscal Year 1994 transportation plamitng funds, which must be requested by the City of Miami no later than November 30, 1993; and WHEREAS, the City of Miami is appreciative of the action of the MPO in making this additional grant available to the City, ani intends to avail itself of the MPO's offer; NOW, THERKDRE, BE IT RESOLVED BY THE ODNMISSICtN OF THE CITY OF HIM, FLORIDA: CITY COM ESSION I MEETING OF NOV 7 3 1993 Resolution No. 93- 716 Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to apply for a follow-on grant in the amount of $90,000 from the Metropolitan Planning Organization for the Miami Urbanized Area and execute the necessary agreement(s), in a form acceptable to the City Attorney. Section 3. Approval is hereby given to match the aforementioned MPO Grant by a City contribution in the amount of $22,500 from City's General Fund. Section 4. Application and Acceptance of Additional MPO Grant FROM Ces H. Odlo REFERENCES, Agenda Item City Manager City Commission Meeting of ENCLOSURES November 18, 1993 RECOMMENDATION: It is recommended that the City Commission adopt the attached Resolution authorizing the City Manager to apply for and accept an additional follow-on grant from the Metropolitan Planning Organization (MPO) in the amount of $90,000, for continuation of the City's local transportation planning and coordination activities for FY '94. The grant is to be matched by local funds of $22,500. BACKGROUND: The City was the recipient of a FY 1993 grant from the MPO in the amount of $120,000 as authorized by MPO Resolution 20-92 and City Ordinance 11038 (plus a $30,000 local match). The MPO has now allocated a follow-on grant of $90,000 for FY 1994, which must be applied for and accepted no later than November 30, 1993. Matching funds of $22,500 will be provided from the unused FY 1993 match, with any additional funds to be provided from the Proffered Trust Fund. The grant is to be used in accordance with the general scope of services filed with the MPO, a copy of which is attached. Certain additions and modifications to the scope of services will be made to accommodate the additional funding and time schedules. Approximately one-third of the grant will be shared with International Trade Board for transportation -related plans and programs in Wynwood, Allapattah and vicinity. Attachment: Resolution cc: Law Department Manohar Surana, Assistant City Manager/Director Budget Department Christina Cuervo Asset and Grant Management 93- 716 HXHIIIIT "A" Statement of Purpose and Scope of Work Municipal Coordination/Planning Grant City of Miami Metropolitan Planning Organization (MPO) Statement of Purpose At its meeting of June 16, 1992, the MPO approved the creation of a fund to be made available to all Dade County municipalities for transportation planning and coordination activities. The total amount in the fund is $300,000. Several municipalities applied for this money and all applicants were awarded varying amounts based on a population formula. Local cities receiving awards must provide a cash match of 20% of the activity total of projects and work undertaken with Municipal. Fund money. The purpose of this grant is for planning coordination between Dade County municipalities and the Metropolitan Planning Organization. The MPO believes that funding planning coordination creates a mechanism for greater municipality input, thereby allowing for more detailed consideration of various local transportation issues. The identification of critical transportation issues at the local level will translate into a more effective countywide transportation network and planning process. Scope of Work Work activities eligible under this Agreement include: 1. Performance of duties by city officials, employees or consultants related to MPO program transportation issues and which include topics in public transportation, urban transit and other eligible multimodal MPO planning areas. 2. Performance of duties associated with coordination with the MPO program and administrative tasks related to the grant. GVBD, R2J-2. 716 MPO MUNICIPAL PLANNING GRANT PROGRAM CITY OF MIAMI SCOPE OF WORK As amended to January 14, 1993 1. Attendance by the City's Transportation Planner and other City staff as appropriate, at MPO meetings of the Governing Board (MPO Board), Transportation Planning Council (TPC), Transportation Plan Technical Advisory Committee (TPTAC), and special committees and task forces as may be engaged in transportation planning, coordination, and implementation activities within the City of Miami. 2. Preparation of data and analysis, and recommendation reports on transportation plans, policies, and implementation proposals for projects within or directly affecting the City of Miami. 3. Response to requests for information by State, County, or municipal entities regarding transportation activities in the City of Miami. 4. Preparation of analyses and proposals for transportation -related projects eligible for fundin under the federal Intermodal Surface Transportation Efficiency Act NTEA) within the City of Miami. 5. Relate transportation project proposals to the City's neighborhoods under the Neighborhood Enhancement Team (NET) program, providing additional opportunity for citizen input on transportation proposals and support for vital improvements. 6. Perform transportation planning surveys, analyses, and studies in the Wynwood/Allapattah areas of, the City through the City's International Trade Board and its staff. It is anticipated that approximately one- third of the transportation planning effort under this grant will be utilized to formulate these studies, policy recommendations and action plans to improve transportation access and efficiency in the area. 7. Other specific planning studies and recommendations to be performed under this grant include Charles Avenue one-way analysis, the Upper Eastside barricade analysis; study and evaluation of the local impacts of the proposed S.R. 836 improvements; and the South Grove Traffic Diversion Plan. 93— 716
