HomeMy WebLinkAboutR-93-0711U-93-728 11/3/93 RESOLUTION NO. 93- '711 A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO AMEND THE AGREEMENT, DATED APRIL 23, 1993, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI AND FLEET ENGINEERING CORPORATION, TO DESIGN, DEVELOP, AND INSTALL A CARBON MONOXIDE GAS MONITOR FOR 425 POLICE PATROL VEHICLES AT A COST NOT TO EXCEED $41,437.50; ALLOCATING FUNDS THEREFOR FROM THE 1993-1994 INTERNAL SERVICE FUND, ACCOUNT CODE NO. 420901-840, FOR SAID PURPOSE. WHEREAS, the City Commission adopted Resolution No. 93-129 on February 29, 1993, ratifying the City Manager's finding of sole source, waiving the requirements for competitive sealed bids and approving the acquisition of a Fleet Management System from Fleet Engineering Corporation ("FLEET"), the sole source provider for said equipment, at a total cost of $146,700.00; and WHEREAS, the City of Miami ("CITY") and FLEET entered into said Agreement on April 23, 1993; and WHEREAS, the CITY now desires that FLEET design, develop, and install a Carbon Monoxide Gas Monitor to protect the safety and welfare of its police officers; and WHEREAS, it is in the best interest of the CITY to amend said agreement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: ,ATTACHMENT (S) (ONT INED CITY COMMISSION MEET 11C OF NOV 2 3 1993 Resolution No. 93- 711 i Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to amend the agreement, dated April 23, 1993, in substantially the attached form, between the City of Miami and Fleet Engineering Corporation, to design, develop, and install a Carbon Monoxide Gas Monitor for 425 police patrol vehicles at a cost not to exceed $41,437.50, with funds therefor hereby allocated from the 1993-1994 Internal Service Fund, Account Code No. 420901-840, for said purpose. Section 3. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 23rd day of November , 1993. RECITAL% WHEREAS, the CITY and FLEET entered into the Agreement which provided, among other things, that FLEET develop and install a fleet management system to electronically monitor, schedule and control the maintenance and utilization of the CITY's police patrol fleet; WHEREAS, the CITY desires that FLEET provide a Carbon Monoxide Gas Monitor not included in the Equipment as specified in the Agreement; NOW THEREFORE, the CITY and FLEET have agreed to amend the Agreement between the parties in the following sections as -set forth below: 1. It is respectfully recommended that the City Commission approve the attached Amendment to Professional Services Agreement between the City and Fleet Engineering Corporation for the addition of a Carbon Monoxide Gas Monitor to the Commission - approved On -Board Vehicle Reporting System at a cost of $41,437.50 for 425 police patrol vehicles. On February 25, 1993, the City Commission approved by Resolution No. 93-129, the installation of an on -board Fleet Management System as designed by Fleet Engineering Corporation. Subsequently, the City and Fleet Engineering entered into an Agreement on April 23, 1993. The Administration has now determined that a Carbon Monoxide Gas Monitor would be a valuable option given the seriousness and danger of patrol vehicle -related carbon monoxide emissions and the City's concern for the safety and welfare of its police officers. The Carbon Monoxide Gas Monitor will provide both audible and visual warnings to the vehicle operator when the carbon monoxide level reaches or exceeds a preset level. In addition to on -board audible and visual warnings, the driver will hear a verbal warning message at the time of fueling; if the carbon monoxide level exceeded the calibrated level. The cost of the Carbon Monoxide Gas Monitor is $41,437.50 for 425 police patrol vehicles. Baity, Jr. President 93- 711 1 FLEET ENGINEERING CORPORATION CARBON MONOXIDE GAS MONITOR additional option for On -Board VEHICLE REPORTING SYSTEM City of Miami Motor Pool Division It is proposed that the City of Miami purchase a Carbon Monoxide Gas Monitor Option to the On -Board VEHICLE REPORTING SYSTEM that is currently being developed. The Carbon Monoxide Gas Monitor option will provide an audible warning (piezzeo buzzer) and visual warning (LED) to the vehicle - operator when the carbon monoxide level reaches or exceeds a pre-set level. Motor Pool personnel will be able to adjust the warning trigger level for system calibration. Additionally, when the vehicle stops beside the fuel dispenser, the driver will hear a verbal warning message directing them to take the vehicle to the Motor Pool for service if the carbon monoxide level exceeded the calibrated level. The verbal warning message will be generated by the Vehicle Reporting System installed at the fuel island. The cost for the Carbon Monoxide Gas Monitor Option will be as follows: 1. $97.50 per vehicle X 425 vehicles $41,437.50 2. Installation - NO CHARGE 0.00 3. Calibration - NO CHARGE 0.00 4.
