A RESOLUTION ACCEPTING THE BID OF ROYAL ENGINEERING
CONSTRUCTION, IN AN AMOUNT NOT TO EXCEED $52,542.00,
TOTAL BID OF THE PROPOSAL, FOR CITYWIDE SIDEWALK
REPLACEMENT PROJECT (FEMA) 2ND BIDDING H-1032;
.ALLOCATING FUNDS THEREFOR, FROM CAPITAL IMPROt1EMENT
PROJECT NO. 341178, IN THE AMOUNT OF $15,000.00, WITH
THE REMAINING AMOUNT OF $37,542.00 TO BE REIMBURSED TO
I 'THE CITY BY THE FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA") TO COVER THE CONTRACT COST PLUS ANY ACTUAL
FEMA REIMBURSABLE DESIGN AND ENGINEERING EXPENSES;
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID
FIRM.
WHEREAS, sealed bids were received on July 23, 1993, for CITYWIDE
SIDEWALK REPLACEMENT PROJECT (FEMA) 2nd Bidding H-1032; and
WHEREAS, the City Manager and the Director of the Department of Public
Works recom end that the bid from Royal Engineering Construction, be accepted
as the lowest responsible and responsive bid; and
WHEREAS, the Federal Emergency Management Agency (FEMA) has identified a
porL-ioil of the sidewalk within the City as hurricane damaged; and
WHEREAS, monies for the replacement of that hurricane damaged sidewalk
shall be reimbursed to the City by FEMA; and
WHEREAS, additional non -hurricane damaged sidewalk has been identified.
as requiring replacement; and
WHEREAS, monies for said project are available for the proposed non -
hurricane related portion of the contract under Project No. 341178 of
Ordinance No. 10938, as amended, adopted December 5, 1991, the Fiscal Year
1991-92 Capital Improvement Projects Ordinance;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
Section 1. The recitals and findings contained in the Preamble to
this Resolution are hereby adopted by reference thereto and incorporated
herein as if fully set forth in this Section.
Section 2. The July 23, 1993 bid of Royal Engineering
Construction, in the proposed amount of $52,542.00 for the project entitled
"Citywide Sidewalk Replacement Project (FEMA) 2nd Bidding H-1032" for the
total bid of the proposal, based on lump sum and unit prices is hereby
accepted at the price stated therein.
Section 3. Funds therefor, in the amount of $15,000.00, are
hereby allocated from Capital Improvement Project No. 341178, with the
remaining amount of $37,542.00 to be reimbursed to the City by the Federal
Emergency Management Agency ("FEMA") to cover the contract cost plus any
actual FEMA reimbursable design and engineering expenses.
Section 4. The City Manager is hereby authorizedl/ to execute a
contract, in a form acceptable to the City Attorney, on behalf of the City of
Miami with Royal Engineering Construction, for the "Citywide Sidewalk
Replacement Project (FEMA) 2nd Bidding H-1032, total bid of the proposal.
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 5. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 23rd day of November , 1993.

It is respectfully recommended that the City Commission adopt the
attached resolution accepting the low bid of Royal Engineering
Construction, a company located within Dade County and not within
the City of Miami, for CITYWIDE SIDEWALK REPLACEMENT PROJECT
(FEMA) 2nd Bidding H-1032, received July 23, 1993 in the amount
of $52,542.00•, Total Bid; authorizing the City Manager to enter
into a contract on behalf of the City.

Discussion: The Department of Public Works has evaluated the
bids received on. July 23, 1993, and determined that the lowest
responsible and responsive bid, in the amount of $52,542.00 is
from Royal Engineering Construction, a Hispanic minority
controlled corporation. Funds are available to cover the
contract cost, and for such incidental items as postage,
blueprinting, advertising, and reproduction costs from
,reimbursement to the City by the Federal Emergency Management
Agency (FEMA) and Capital Improvement Funds.
