A RESOLUTION AUTHORIZING AN INCREASE IN AN
AMOUNT NOT TO EXCEED $8,130, IN THE CONTRACT
BETWEEN THE CITY OF MIAMI, FLORIDA AND
SHORELINE FOUNDATION, INC., DATED DECEMBER
16, 1992, FROM $30,638.00 TO $38,769.00, FOR
ROBERT KING HIGH PARK - BRIDGE REPAIRS, B-
2950, CAPITAL IMPROVEMENT PROJECT NO. 331315,
WITH SAID FUNDS TO BE PROVIDED FROM THE
CAPITAL IMPROVEMENTS ORDINANCE NO. 10938 FROM
FUNDS PREVIOUSLY APPROPRIATED TO THE PROJECT;
FURTHER, RATIFYING THE CITY MANAGER'S WRITTEN
FINDING THAT THE HEREIN INCREASE RESULTED
FROM EMERGENCY CIRCUMSTANCES BY AN
AFFIRMATIVE VOTE OF FOUR -FIFTHS OF THE
MEMBERS OF THE CITY COMMISSION.
WHEREAS, there exists a contract dated December 16, 1992,
between the City of Miami, Florida and Shoreline Foundation, Inc.
for construction of Robert King High Park Bridge Repairs, B-2950,
Capital Improvement Project No. 3313315; and
WHEREAS, an increase in the contract, not to exceed $8,130,
is required to cover the cost of necessary extra work involving
the installation of additional steel channels, steel brackets,
sub -deck wood timbers, concrete support, and asphaltic pavement;
and
WHEREAS, the Director of Public Works, the Director for
Parks and Recreation and the City Manager recommend the increase
in contract to cover the additional costs; and

WHEREAS, the City Manager has made a written finding that a
valid emergency exited for the work to continue to protect the
health, safety, and welfare of the citizens of the City; and
WHEREAS, funds to cover the increase are available from
monies already appropriated to the project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. After a duly advertised Public Hearing, the
findings of the City Manager set forth in the Preamble to this
Resolution are hereby ratified by an affirmative vote of four -
fifths of the City Commission, and are hereby incorporated by
reference thereto and adopted as if fully set forth in this
Section.
Section 2. The contract between the City of Miami,
Florida, and Shoreline Foundation, Inc., dated December 16, 1992,
for Robert King High Park Bridge Repairs B-2950, Capital
Improvement Project No. 331315, is hereby increased in an amount
not to exceed $8,130, from $30, 638.00 to $38,768.00, with funds
for the increase to be provided from monies previously
appropriated to the project.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respecttully recommended that the City Commission adopt the
attached Resolution authorizing an increase in the contract
between Shoreline Foundation, Inc. and the City of Miami for
Robert King High Park Bridge Repairs in the amount of $8,130; and
further ratifying the City Manager's written finding that the
increase resulted from emergency circumstances.
BACKGROUND
e Department of Public Works, in an effort to serve all
residents of the City of Miami, has determined that it is now
appropriate and in order for the City Commission to ratify the
City Manager's decision to increase the contract6dated December
16, 1992 between the City and Shoreline Foundation, Inc. for
construction of Robert King High Park - Bridge Repairs B-2950 in
the amount of $8,130 for necessary extra work, and to ratify the
City Manager's emergency finding that allowed the extra work to
continue.
The City Commission awarded a contract to Shoreline Foundation,
Inc. for the construction of Robert King High Park - Bridge
Repairs, Project No. 331315, in the amount of $30,638 on December
10, 1992. Generally, the project consisted of constructing
miscellaneous structural repairs and modifications at the Robert
King High Park bridge located at 7025 West Flagler Street. As
the construction progressed, some unexpected conditions and
problems were discovered that required immediate remedial action.
These problems were directly related to the severe deterioration
of the bridge and are outlined below:
1. Extension of steel channel to the pedestrian bridge to
provide more support for a deteriorated section.
2. Replacement of four 3" x 12" P.T. wood sub -deck timbers
with new 3" x 12" timbers due to excessive
deterioration discovered after stripping the existing
surface.
3. Fabrication of one steel bracket for support assembly.)

4. Remobilization of equipment due to further collapse of
the base at the south asphalt approach.
5. Construction of one concrete support at south approach
to bridge.
6. Installation of additional 1" thick hot -mix asphalt
! paving to replace existing deteriorated paving.
It was decided that the most cost effective and expeditious
manner to address all of the above problems was to allow
Shoreline Foundation, Inc. to proceed with the extra work and
complete the construction of the bridge repairs as soon as
possible. Failure to expeditiously correct the aforementioned
problems could have endangered the health, safety and welfare of
our citizens.

Funds for the increase in contract are available from monies
already appropriated to the project in the City's Capital
Improvement Appropriation Ordinance, Project No. 331315.

Based on information supplied to me by the Director of the
Department of Public Works, I have found that an emergency
existed justifying the authorization for Shoreline Foundation,
Inc. to undertake additional work at Robert King High Park Bridge
Repairs project beyond the original scope of their contract.

The reasons for th,e emergency need and subsequent authorization
to perform additional work are as follows:
The City Commission awarded a contract to Shoreline Foundation,
Inc. for constructing miscellaneous structural repairs and
modifications to Robert King High Park Bridge in the amount of
$30,638 on December 10, 1992.
While proceeding with the repairs of the bridge, -several problems
were discovered that required immediate remedial notion specially
because some of the problems were due to the severe deterioration
of the bridge. The additional work is outlined below:
1. Extension of steel channel to the pedestrian bridge to
provide more support for a deteriorated section.
2. Replace four 3" x 12" P.T. wood sub -decking with new
3" x 12", 0.60 retention #2 grade timbers due to
excessive deterioration discovered after stripping
surface.
3. Fabrication of one steel bracket for support assembly.
u. Remobilization of equipment due to further collapse of
the base at the south asphalt approach.
S. Construction of one concrete support at south approach to
bridge.
6. Install additional 1" hot -mix asphalt paving.
The total amount of the additional work (Increase in Contract) in.
$8,130.00. Funds for the increase are available from monies
already appropriated to the project in the City's Capital
