A RESOLUTION ACCEPTING THE BID OF ALANIS
SECURITY, INC., FOR THE FURNISHING OF
SECURITY GUARD SERVICES TO VARIOUS CITY
DEPARTMENTS ON AN AS NEEDED BASIS FOR A
PERIOD OF ONE YEAR WITH THE OPTION TO EXTEND
FOR TWO (2) ADDITIONAL ONE YEAR PERIODS AT
THE PRICES STIPULATED IN BID NO. 92-93-118
AND IN AN AMOUNT NOT TO EXCEED $100,000, FOR
THE DEPARTMENT OF GENERAL SERVICES
ADMINISTRATION AND SOLID WASTE; ALLOCATING
FUNDS THEREFOR FROM THE VARIOUS CITY
DEPARTMENTS' FY '93-94 OPERATING BUDGETS AS
NEEDED; DIRECTING THE CITY MANAGER TO BRING
JUSTIFICATION FOR ADDITIONAL FUNDING REQUESTS
FOR SAID SERVICE TO THE CITY COMMISSION FOR
APPROVAL; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE AS
NEEDED AND THEREAFTER TO EXTEND THIS CONTRACT
ANNUALLY SUBJECT TO THE AVAILABILITY OF
FUNDS.
WHEREAS, pursuant to public notice, sealed bids were
received June 16, 1993 for the furnishing of security guard
services to various City Departments on an as needed basis for a
period of one (1) year with the option to extend for two (2)
additional one year periods for the Department of General
Services Administration and Solid Waste; and
WHEREAS, invitations were mailed to sixty-four (64)
potential bidders and fourteen (14) bids were received; and

WHEREAS, funds for this service will be available from the
FY'93-94 Operating Budgets of the various City Departments as
needed; and
WHEREAS, this service will be used to provide armed and
unarmed security guard services to various City Departments,
especially Parks & Recreation, Conferences, Conventions and
Public Facilities, General Services Administration and Solid
Waste as needed; and
WHEREAS, the City Manager and the Assistant City Manager in
charge of the General Services Administration and Solid Waste
i Department recommend that the bid received from Alanis Security,
Inc. be accepted as the lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in
the Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The June 16, 1993 bid of Alanis Security,
Inc. for the furnishing of security guard services on an as
needed basis for various City Departments for a period of one (1)
year with the option to extend for two (2) additional one year
periods at prices stipulated on Bid No. 92-93-118 and in an
amount not to exceed $100,000, for the Department of General

Services Administration and Solid Waste is hereby accepted with

funds therefor hereby allocated from the various City
Department's FY 1993-94 Operating Budgets.

Section 3. The City Manager is hereby directed to bring
justification for additional funding requests for said services
to the City Commission for approval.
Section 4. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue purchase orders
for this service and thereafter to extend this contract annually
subject to the availability of funds.
Section 5. This Resolution shall become effective
immediately upon its adoption.

Sealed bids will be received by the City of Miami City Clerk at
her office located at 3500 Pan American Drive, Miami, Florida
33133 not later than 10:30 a.m.. June 16, 1993 for furnishing
Armed and Unarmed Security Guard Services city-wide, on an as
needed when needed basis, for the Department of General Services
Administration Department and Solid Waste.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10062 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City of Miami Minority/Women
Business Office, 1390 N.W. 20th Street, Telephone 575-5174.
Ordinance #10032 established a "First Source Hiring Agreement"
program to stimulate the creation of employment for City of Miami
residents. For details of the program's requirements, contact
the Neighborhood Jobs Program at 579-2468.
Local preference may be applied to those vendors whose primary
office is located in the City of Miami, provided the amount of
the bid or bid is not more than ten percent (10% ) in excess of
the lowest other responsible bidder or bidder.
Detailed specifications for the bids are available upon request
at the City Procurement Office, 1390 N.W. 20th Street, Second
Floor, Telephone 575-5174.
The City Manager may reject all bids and readvertise.

I-c: is respectfully recommended that the City Commission pass the
attached resolution, for the furnishing of security guard
services to various City locations, to be awarded to Alanis
Security, Inc. a black -owned Dade County vendor located at 3785
N.W. 82nd Avenue, Suite 306 Miami, Florida 33166, as the lowest
responsive and responsible bidder in accordance with Bid No. 92-
93-118. Services shall be provided to various City Departments
on a contract basis for one (1) year with the option to extend
for two ( 2 ) additional one year periods, on an as needed basis
subject to the availability of funds.
The Department of General Services Administration and Solid Waste
has analyzed bids received pursuant to Bid No. 92-93-118, for the
furnishing of security guard services on an as needed basis to
various City departments including Parks and Recreation,
Conferences, Conventions and Public Facilities, General Services
Administration and Solid Waste, Fire, Rescue and Inspection
Services and Community Development. Alanis Security, Inc., a
Black owned company is the lowest most responsive and responsible
bidder at a cost of $7.78/$8.00 per hour for unarmed and armed
guard service plus an additional $0.90 per hour for a vehicle (if
needed); and is therefore recommended for award. Funding for
this service shall be the responsibility of the contracting
departments.
AMOUNT OF BID: As needed, subject to the availability of
funds.
SOURCE OF FUNDS: FY 93-94 Operating Budget of the various City
