DESIGNATED t,7i'
WHEREAS, on May 13, 1993, pursuant to Resolution No. 93-285, the Tax -
Exempt Property Steering Committee of the City of Miami, Florida, was
established for the purpose of managing changes in the City of Miami's tax
base by monitoring tax-exempt institutional expansion and seeking voluntary
Payment -In -Lieu of Taxes ("PTI%lr") payments from those institutions that wish
to expand or significantly alter their Land holdings in the City of Miami; and
WHEREAS, said Resolution provided for the appointment of five community
representative members whose residence or place of business are in the City of
Miami and which are appointed by the City Commission, to serve, initially, for
staggered terms; and
WHEREAS, at its Commission Meeting of July 8, 1993, the City Commission,
pursuant to Resolution No. 93-437, appointed three of the five members needed
for said Committee and two vacancies presently exist;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MTAMI,

Section 1. The recitals and findings contained in the Preamble to
this Resolution are hereby adopted by reference thereto and incorporated
herein as if fully set forth in this Section.

Section 2. The following individuals are hereby appointed to
serve as members on the Tax -Exempt Property Steering Committee for three year
terms, expiring July 7, 1996:

Enclosed herein please find a copy of R-93-594 which was passed
and adopted by the City of Miami Commission at its meeting held
on September 27, 1993, appointing you to serve as a member on the
Tax -Exempt Property Steering Committee of the City of Miami.
Also enclosed is a copy of a memorandum from A. Quinn Jones III,
City Attorney, dated October 22, 1991, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated October 22, 1991 on legal
requirements concerning Conflict of Interest and Dual Office
Holding circumstances which may prohibit your membership in said
bodies.

It is respectfully recommended that pursuant to Resolution
No. 93-285 and as a followup of the June 28, 1993 City Conunission.
meeting, that the balance of two members be appointed - selections
required from Commissioners Dawkins and Plummer -- to serve on the
committee thereby established.
BACKGROUND:
On May 13, 1993, Resolution No. 93-285 was passed establishing
Tax -Exempt Property Steering Committee. Its establishment, is for
the purpose of managing changes in the City of Miami'S tax base by
monitoring tax-exempt institutional expansion and seeking voluntary
Payment -In -Lieu of Taxes ("PILOT") payments from these institutions
that wish to expand or significantly alter their land holdings in
the City of Miami.
On June 28, 1993 three of the five members of the City Commission
presented their selections of those to be appointed to this
committee.
