HomeMy WebLinkAboutR-93-0593J-93-676 9/20/93 RESOLUTION NO. 93- 5�3 A RESOLUTION APPOINTING EIGHT (8) MEMBERS TO THE PRIVATE INDUSTRY COUNCIL (PIC) OF SOUTH FLORIDA, THREE (3) TO SERVE TERMS EXPIRING JUNE 30, 1994 AND FIVE (5) TO SERVE TERMS EXPIRING JUNE 30, 1995. WHEREAS, the Private Industry Council (PIC) of South Florida is a duly constituted body under the provisions of the Job Training Partnership Act (JTPA); and WHEREAS, the Job Training Partnership Act stipulates that local elected officials shall appoint the members of the Private Industry Council; and WHEREAS, the City of Miami Commission is presently called upon to make appointments to eight (8) seats in the PIC of South Florida, three (3) for terms expiring June 30, 1994 and five (5) for terms expiring June 30, 1995. WHEREAS, the aforementioned seats are reserved for four (4) duly nominated representatives of the private sector, two (2) duly nominated representatives from community -based organizations, One (1) duly nominated member from education and one (1) duly nominated representative from a public assistance agency; CITY COMUSSION NET'71 C OF Resolution No. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. BACKGROUND: This memorandum supercedes my correspondence to you of July 8, 1993. Legislation has been prepared for the City Commission to appoint eight (8) members to the Private Industry Council (PIC) of South Florida. Three (3) members` term expire on June 30, 1994 and five (5) whose term expire on June 30, 1995. In order to comply with the Job Training Partnership Act (JTPA) of 1982, the PIC was established in 1983. The law provides for a partnership between the PIC and local elected officials in each service delivery area to oversee the implementation of JTPA programs. The JTPA stipulates that local elected officials shall appoint the members of the PIC, which is comprised of representatives from the following areas: Economic Development, Community Based Organizations, Education, Labor, Job Service, Vocational Rehabilitation and the private sector. A motion was made to reappoint "all existing members" except two (Esther Sobrino and Elizabeth Reyes -Diaz, who were replaced by Linda Eads and Gabriel Torres). However, the memorandum which was attached to the backup documentation showing "all existing members" was outdated (see copy attached). Attached please also find an updated list of present members on PIC. Kindly let me know how you wish us to proceed. Namely, do you wish to reschedule this item for clarification? We were advised by your staff that PIC appointment action taken by the City Commission on July 8, 1993 had been rescinded, due to an error i3i the agenda item's list of currently serving members. We were fdther advised that a new resolution appointing PIC members would be brought before your Co ion on September 7, 1993. Apparently, ft PIC appointment Um was considered a non -priority item and pulled from the overcrowded agenda of ;heptember 7th. I cannot over -emphasize the importance of completing the necessary PIC appointments. Unless we oan qulckiy supply the United States Department of Labor (LTSDQL) with documentation showing that the appointments have been made, the USDOL may formally bring this Issue to the attention of the 5acretary of Labor and Employment Swxrlty and the Governor, thereby compelling some drasda corrective measures.
