A RESOLUTION AUTHORIZING THE BUY BACK OF
ONE (1) 1990 FORD RESCUE VEHICLE KNOWN AS
"RESCUE 7" (7290) FROM THE FORD MOTOR
COMPANY AT A ONE-TIME COST OF $32,000.00
FOR THE DEPARTMENT OF FIRE, RESCUE AND
INSPECTION SERVICES; ALLOCATING FUNDS
THEREFOR FROM THE DADE COUNTY EMS GRANT
AWARD FY'93 ACCOUNT, PROJECT NO. 104008,
INDEX CODE 280517-840; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE A PURCHASE ORDER FOR THIS
ACQUISITION.
WHEREAS, pursuant to Resolution No. 89-425, adopted May 11,
1989, the Department of Fire, Rescue and Inspection Services
("Department") purchased eight (8) advanced life support rescue
vehicles to aid in the Department's mission of providing
emergency medical services to the citizens of Miami; and
WHEREAS, upon delivery and active first line service of the
said rescue vehicles, numerous transmission failures began to
occur; and
WHEREAS, the Ford Motor Company desiring to resolve these
transmission failures, entered into a cooperative agreement with
the Department; and
WHEREAS, the Ford Motor Company transported "Rescue 7" to
its facility in Livonia, Michigan to aid in its efforts to
research the cause of said transmission failures; and

WHEREAS, the Ford Motor Company purchased for the Department
one (1) new rescue vehicle from Emergency Vehicles Fabricators,
Inc. at a cost of $74,875.00 to serve as a replacement vehicle;
and
WHEREAS, the Ford Motor Company and the Department jointly
agreed that upon completion of the test program, the Department
would have the first opportunity to buy back "Rescue 7" at a
predetermined cost; and
WHEREAS, the Ford Motor Company has completed testing and
has offered "Rescue 7" to the Department at a one-time cost of
$32,000.00; and
WHEREAS, the Department is desirous of buying back
"Rescue 7"; and
WHEREAS, funding for said buy back is available from the
Dade County EMS'/ Grant Award FY '93 Account, Project No. 104008,
Index Code 280517-840;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section_.
Section 2. The buy back of one (1) 1990 Ford Rescue
Vehicle known as "Rescue 7" (7290) from the Ford Motor Company at
a one-time cost of $32,000.00 for the Department of Fire, Rescue
and Inspection Services is hereby authorized, with funds therefor

Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a Purchase Order
for this acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION
It is recommended that a Resolution be passed permitting the City of
Miami Department of Fire Rescue to "buy back" one (1) advanced life
support vehicle known as Rescue 7 (7290) from the Ford Motor Company at
a one time cost of $32,000.00.
BACKGROUND
During the month of February in the year 1989, the City Commission
passed resolution 89-425 allowing the purchase of eight (8) advanced
life support vehicles for the Department of Fire Rescue. Shortly after
receiving these vehicles, numerous transmission failures began to
occur. Attempts to resolve these failures locally proved fruitless and
the Ford Motor Company in Livonia, Michigan was contacted for
assistance.
The Ford Motor Company and the Department of Fire Rescue reached a
joint agreement whereby one of our vehicles (Rescue 7) could be used
for testing and research at the Ford facility in Michigan. In return,
Ford purchased a replacement vehicle for the Fire Department at no cost
to the City of Miami. Also in this agreement was a stipulation stating
that the Department of Fire Rescue would have the first opportunity to
"buy back" Rescue 7 from Ford upon completion of the testing.
The test program is now complete and the transmission problems have
been resolved. The Department of Fire Rescue is desirous of obtaining
this vehicle and have identified the source of funding and is
respectfully requesting approval from the Commission.
