A RESOLUTION, WITH ATTACHMENT(S), APPROVING, IN PRINCIPLE, THE PLAN ENTITLED "STRATEGY FOR CREATING A CRIME -FREE UPPER EASTSIDE", AS ATTACHED HERETO AND MADE A PART HEREOF, SUBMITTED COLLECTIVELY BY VARIOUS ORGANIZATIONS FROM THE NORTHEAST SECTION OF THE CITY OF MIAMI, FLORIDA; DIRECTING THE CITY MANAGER TO IMPLEMENT SAID PLAN, TO THE EXTENT PERMITTED BY LAW, INCLUDING THE DEPLOYMENT OF ADDITIONAL, POLICE OFFICERS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Plan entitled "STRATEGY FOR CREATING A CRIME -FREE UPPER EASTSIDE", as attached hereto and made a part hereof, submitted collectively by various organizations from the Northeast Section of the City of Miami, Florida, is hereby approved, in principle. Section 2. The City Manager is hereby directed to implement said Plan, to the extent permitted by law, including the deployment of additional police officers. Q O S, I I CITY ATT R EY M3889/IMA/bjr/bss i i i 93 9556 -2- STRATEGY FOR CREATING A CRIME —FREE UPPER EAeSTS I DE BACKGROUND: Sector 20 is bounded by 36th Street on the South and 87th Street on the North. It runs west from Biscayne Bay to I-95 and is called by local residents and merchants, "The Abandoned Zone". Communities east of Biscayne Boulevard struggle relentlessly to maintain the area's wonderful historic heritage and strong residential base. Communities west of Biscayne suffer the neglect of a third world county. Legitimate businesses along Biscayne and 79th Street are leaving in record numbers and new investment capital cannot be obtained because no police presence exists in Sector 20. The Northeast has always -bore the mire of a reputation as the nesting ground for drugs and prostitution. Now, police statistics prove, at least as regards the Northeast, that fact mirrors reputation: • The North District has only two sectors, while the Central and South Districts each have three sectors. • A lower bench mark for police officers by district has been established for the North District: North 108; Central 132; South 144 • The North District continues to suffer the greatest deficit below an already low bench mark level: Last year we were 33% below our bench mark; this year, we are 18% below. The burg 1aryjrobbery unit in the North District has the least number and the least experience investigators. 93— �6 The business districts along Biscayne Boulevard, and along 79th Street have the least number of mounted patrols, beat patrols, bicycle patrols, and motorcycle patrols in the city. • Sector Twenty averages the least number of patrol personnel per shift, in the city. • First quarter statistics reveal that Sector twenty has more serious, part one crimes than any other sector in the city. • Sector Twenty has more robberies than the entire South District with its three sectors. • Sector Twenty has more priority three calls for service than any other sector in the city ---a major criteria used to establish deployment needs of an area. IMMEDIATE ACTION IS NECESSARY! IMMEDIATE RESOURCES MUST COME AS FOLLOWS: 1. Retain the additional police presence currently deployed in our sector for 180 days during which time a formal, long term strategy against crime is developed and implemented (see below). 2. Deploy to the North District 13-15 May, 1993 graduates from the police academy. Presently, there is an 18% manpower deficit in the 108 staffing bench mark established by the Miami Police Department. Crime Statistics and deployment statistics to be received by Citizens Review Board bi-annually. 3. Supplement the burglary/robbery unit at the North District Sub Station with experienced and seasoned investigators. 4. Deploy a POPs unit (1 Sgt.and 6 men) to sector 20 with the .r specific mission to root -out and -eradicate pockets of crime in the Upper Eastside. This unit will not answer calls for service but will mount an offensive attack against drugs, prostitution and & gang activities. 5. Regularly publish John's names and addresses on the City's Channel 9 station. If the city attorney determines that only the names of those who are convicted should be published, then the incident report should also be made public along with the name and address. 6. Assign at least 3 beat cops to the business district along Biscayne Boulevard. These police must not come from the North District. They must be aggressive and have an excellent record. Major Cheatham must have final approval of those chosen. 7. Contact Janet Reno in order to obtain additional funding for police promised to cities by President Clinton's new program against crime. 93- V556 A FORMAL, LONG TE STRATEGY AND BUDGET MUi' `BE DEVELgNtU'. i rii� 1 ° =" STRATEGY MUST INCLUDE THE FOLLOWING: GUIDELINES: 1. Complete the plan within 90 days. Citizen input regarding strategically non -sensitive issues must be obtained during the development stage. Time lines must be established and adhered to for those elements of the plan which cannot be immediately implemented. 2. Present the formal plan to citizens and merchants in a public forum. 3. Delegate Carlos Smith, Assistant City Manager to facilitate the implementation of the strategy, communicate with the community, review it's success after a specified period of time, and report the progress of the strategy to the commission on a regular basis. 4. Establish a 5 member citizen review board to work with the police, the city and the community to ensure the success and perpetuation of this Northeast effort. Regularly crime statistics and deployment numbers must be provided the review board. ELEMENTS: i. Divide Sector 20 into two sectors (a total of three in the North) 2. Increase police manpower from the current bench mark of 108 in the North District to 126 in order to provide zone integrity, community patrols and security to beleaguered businesses. I J 3- E 5 V l • 3. Assign additional PSA's to the North District. Expand the PSA program and change the current practice of requiring all PSA's to eventually attend the police academy. Provide permanent positions for those who want to remain a PSA; they can continue to f perform important functions like taking accident reports, thus freeing the police from perfunctory duties. I 4. Continue to incorporate the following additional resources ! in a definitive plan whereby cordination with police can be I facilitated to mount a defensive against crime: city code enforcement NAB i the unsafe structures ordinance i C. D. G. B. money to demolish crack houses funding from county, state and federal programs. DEA, ATF and other federal forces. r 5. Study and implement citizen -police programs other cities i are successfully using to fight crime. 6. Consider a special taxing referendum to provide funding for ongoing police hiring in order to create a net increase in police and counter attrition. The additional revenue must be earmarked for the sole purpose of putting additional police on the streets of our communities and business districts! 7. Assess quality of police manpower in Sector 20. 93- 556
