A RESOLUTION AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTIONS AS MAY BE NECESSARY TO REQUEST AND OBTAIN FUNDING, IN THE AMOUNT OF $5,000,000, FROM METROPOLITAN DADE COUNTY FOR THE ESTABLISHMENT AND IMPIMEMATION OF A PROGRAM TO FIGHT CRIME IN THE CITY OF MLAMI. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORMA: Section 1. The City Manager is hereby authorized to take any and all aotions as may be necessary to request and obtain funding, in the amount of $5,000,000, from Metropolitan Dade County for the establishment and implementation of a program to fight crime in the City of Miami. Section 2. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 7th day of September 1993. ER L. L July 26, 1993 C r _'►� Mayor Xavier Suarez City of Miami 3500 Pan American Drive Miami, Florida 33133 Re: Crime in Miami's Upper Eastside Dear Mayor Suarez; As you probably read in last weeks newspaper, once again Biscayne Boulevard has been the location of a senseless shooting resulting in another death of an innocent victim. Today, the lead story in the Herald's local section focused on the dangers of Biscayne Boulevard. Last week CBS nationally televised a story on Biscayne Boulevard "one of the most dangerous streets.11 Sadly, due to the City's neglect this negative coverage is deserved. The Biscayne Boulevard Chamber of Commerce, the Northeast Sub - Council for Crime Prevention, Civic Association leaders and business owners have written to and met with Chief Ross and his staff numerous times in an effort to work with them. We have requested additional police in specific areas we have pinpointed as extremely dangerous and life threatening. Though we respect the Police in its efforts, they are failing to keep the streets safe. Police presence is minimal. We believe a task force assigned to these streets for an extended period of time devoted to eradicating the gun and crack problems that'even the neighbors can pinpoint is the only logical and responsible action by the City of Miami. We know our area and have studied the police reports. The Northeast area, particularly the streets between 61st. and 64th between NE 4th avenue and the Boulevard are predominately the source for much of the serious crimes committed with guns. We have requested over and over again intense police activity for that area. Since two elementary schools are just one block from the fringes of this six block area, we are incredulous that the requested focus has not occurred. A COMMUNITY BASED ORGANIZATION WORKING FOR ECONOMIC DEVELOPMENT 3�--1 93-5 Greater Biscayne Boulevard Chamber of Commerce page 2 We are aware that lack of funding is a recurrent problem and the stated reason for the City's failure to address and effect change in this blatantly dangerous area. However, this problem must be addressed now, should have been addressed a long time ago and is costing the City a fortune in taxes and reputation. Police walks through the area with residents and community leaders are not the answer though this effort may briefly appear as a good public relations effort by the Police Department. One of the most important businesses on the Boulevard will be moving out because of the serious crime not only she confronts daily but because of her fear her customers will be the next victims of the Boulevard. Also enclosed is a letter from a real estate agent whose contract fell through when his clients were mugged and robbed in front of the building they were planning to purchase and renovate. The commission needs to hear from the community leaders on this issue. We respectfully request to be placed on the September agenda to address the City Commission with the facts and figures we have obtained regarding service to our area and the needs that are pertinent and must be addressed by the City of Miami. We have had :i good activity from prospective purchasers and have had an offer that had been prepared by an out of state attorney for his oriental clients who planned to revitalize the property for a compatible use for the area. Unfortunately, while they were inspecting the property o.1 their own, they were robbed at gun point at 11am one morning. Needless to say they did not want to pursue the purchase any further. However, as we are all aware, crime is a problem everywhere. In our opinion, in order for the area to ke,;p improving, more polio protection is needed.
