CHURCH PARADE AND FESTIVAL TO BE CONDUCTED BY THE GREATER BETHEL A.M.E. CHURCH ON SEPTEMBER 25, 1993; CONDITIONING SAID ALLOCATION UPON COMPLIANCE WITH ANY CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $7,678 is hereby allocated from Special Programs and Accounts in support of the Greater Bethel A.M.E. Church Parade and Festival to be conducted by the Greater Bethel A.M.E. Church on September 25, 1993. Section 2. The herein allocation is conditioned upon compliance with any conditions and limitations as may be prescribed by the City Manager or his designee. Section 3. Box 012241 111 N.W. 1st STREET Miami, Florida 33101.2241 MIAMI, FLORIDA 33128.1962 005) 375.5553 September 7, 1993 Ms. Matty Hirai, City Clerk City of Miami 3500 pan American Drive Miami, FL 33133 Dear Matty: The following is in response to your request for information regarding Agenda Item 38 on the September 7, 1993, City of Miami Commission meeting, in which representatives of the Cocoanut Grove Village Council are requesting to conduct their Village Council Election in conjunction with the City of Miami's Primary Election on November 2,1993. On October 22 and 29, 1991, the Elections Department assisted with the conduct of the Cocoanut Grove Village Council Elections. Seven of the City's voting precincts were used to elect members of the "Village Council. In July 1992, a number of the City's precincts were changed and a few new ones were created in an effort to conform precinct boundaries with Congressional, State, Senate and State House boundary lines. If it is the intent of the Village Council to conduct its election using several of the City of Miami precincts as they currently exist, the Elections Department has the ability to support their request if approved by the Conunission. There are logistical questions which would have to be resolved such as should Village Council candidates be included on absentee ballots, but these details could be worked out. However, if it is the desire of the Village Council to create split precincts, whereby only a portion of the voters in precincts, would be eligible to vote for Village Council candidates, the Elections Department recommends against conducting their election with the City's regular election. We are now at that two year mark. The election committee has asked me to inquire as to whether the City would let the Council join with the City in its election in November of this year. If you are so inclined, would you please ask staff, including legal, to submit written opinions regarding this matter to you, and copy the Council, with their findings. Maybe this would bring a greater voter turn out in November which is always desirable. I look forward to hearing from you as soon as possible and thank you for your time and attention to this matter.
