A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION AFTER A
DULY ADVERTISED PUBLIC HEARING, RATIFYING
THE CITY MANAGER'S FINDING OF SOLE SOURCE;
WAIVING THE REQUIREMENTS FOR COMPETITIVE
SEALED BIDS AND APPROVING THE ACQUISITION OF
FOUR (4) DEFIBRILLATOR/MONITOR/PACERS WITH 12
LEAD ECG CAPABILITY FROM MARQUETTE
ELECTRONICS, INCORPORATED AT A PROPOSED COST
OF $43,740.80 FOR THE DEPARTMENT OF FIRE
RESCUE AND INSPECTION SERVICES; ALLOCATING
FUNDS THEREFOR FROM THE DADE COUNTY/STATE OF
FLORIDA EMS GRANT AWARD PROJECT NO. 104008,
ACCOUNT CODE NO. 280524-840; AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER
FOR THIS EQUIPMENT.
WHEREAS, the Department of Fire, Rescue and Inspection
Services has conducted a study to determine the feasibility of
defibrillator/monitor/pacer with 12 Lead ECG acquisition in the
field and the benefits of this technology to patients treated by
the Rescue Division; and
WHEREAS, as a result of the study it was decided that the
acquisition of defibrillator/monitors/pacers with 12 Lead ECG's
in the field were indeed beneficial and contributed to saving and
improving the quality of life of patients who suffered from acute
myocardial infarctions (heart attacks); and
WHEREAS, paramedics in the field were able to identify acute
myocardial infarctions and were able to alert area hospitals,
which in turn, were able to administer definitive treatment to
those patients sooner; and

WHEREAS, the Marquette D1500 SLP is the only
defibrillator/monitor/pacer with 12 lead ECG capabilities that
meets the needs of the Rescue Division; and
WHEREAS, Marquette Electronics, Inc. is the manufacturer and
sole distributor of these units; and
WHEREAS, funds for this acquisition are available in the
Dade County/State of Florida EMS Grant Award Project No. 104008.�
Account Code No. 280524-840; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Marquette Electronics, Inc.,. is the sole authorized
provider of this equipment in South Florida; and
WHEREAS, the findings of the Chief Procurement Officer have
been approved and adopted as the findings of the City Manager;
and
WHEREAS, the City Manager and the Chief Procurement Officer
recommend that the requirement for competitive formal sealed bids
be waived and the procurement of this equipment from Marquette
Electronics Inc., as the sole source, be approved;
NOW, TIiEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. By a 4/5ths affirmative vote of the members of
the City Commission, after a duly advertised public hearing, the
requirements for competitive sealed bids is hereby waived and the
Department of Fire, Rescue and Inspection Service's request for
the acquisition of four (4) defibrillator/monitor/pacers with
lead ECG from Marquette Electronics., Inc., the manufacturer and
sole source distributor of said units at a proposed total cost of
'$43,740.80 is hereby approved, with funds therefor hereby
allocated from the Dade County/State of Florida EMS Grant Award
Project No. 104009,,Account Code No. 280524-840.
Section 3. The City Manager is hereby authorized to instruct
the Chief Procurement Officer to issue a purchase order for this
equipment.
Section 4. This resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing the purchase of (4) four
defibrillator/monitor/pacers with 12 Lead ECG capability on a
sole source basis from Marquette Electronics Incorporated a non
minority/non local vendor located at P.O. Box 23181, 8200 West
Tower Avenue, Milwaukee, Wisconsin at a cost of $43,740.80.
Marquette Electronics is the manufacturer and sole distributor
for the model D1500 SLP, which is a defibrillator capable of
obtaining 12 Lead ECG's in the field.
BACKGROUND:
The Department of Fire Rescue & Inspection Services has conducted
a study to determine the feasibility of 12 Lead ECG acquisition
in the field and the benefits of this technology to patients
treated by the Rescue Division. As a result of the study it was
determined that the acquisition of 12 Lead ECG's in the field was
indeed beneficial and contributed in saving and improving the
quality of life of patients who sufferers from acute myocardial
infarctions (heart attacks).
Through the use of these machines, paramedics in the field were
able to identify acute myocardial infarctions and were able to
alert area hospitals, which in turn, were able to administer
definitive treatment to those patients sooner. For patients
suffering from this condition, "time is muscle", that is, the
sooner that clot busting medication can be administered to these
patients, the more muscle will be saved from the heart. This not
only has the potential of actually saving the life of the patient
but also of decreasing the amount of damage that a heart attack
can cause.
The Marquette D1500 SLP is the only defibrillator that meets the
needs of the Rescue Division. Funding for this purchase is
provided by the Dade County/State of Florida EMS Grant Award
number 104008-280524-840.

a non -minority vendor located in Milwaukee, Wisconsin is the
sole source provider of SLP defibrillator Monitor/Pacers with 12
Lead ECG.

NOTICE OF PUBLIC HEARING
PLEASE ALL TAKE NOTICE THAT a public hearing will be held by the
Commission of the City of Miami, Florida on September 7, 1993,
at 3:00 p.m. in the City Commission Chambers at City Hall, 3500
Pan American Drive, Miami, Florida, for the purpose of
considering a waiver of the requirements of obtaining sealed bids
for the acquisition of (4) four monitor/defibrillators with 12_
Lead ECG capability. These units must be capable of monitoring,
defibrillating and non -invasively pacing cardiac patients. In
addition, the units must be able to acquire and analyze a 12 Lead
ECG and have the capability to transmit the ECG to a receiving
hospital through the City of Miami's 800 MHz portable radios.
This item is solely provided by Marquette Electronics
Incorporated a non minority/non local vendor located at P.O. Box
23181, 8200 West Tower Avenue, Milwaukee, Wisconsin. The cost of
the (4) four units is not to exceed a total cost of $43,740.80.
Inquiries from other potential sources of monitor/defibrillators
who feel that they may be able to satisfy the City's requirements
for this product may contact Chief J.R. Mestas at the City of
Miami Department of Fire Rescue 8 Inspection Services (305-575-
5280).
Should any person desire to appeal any decision of the City
Commission with respect to any matter considered at this hearing,
that person shalt ensure that a verbatim record of the proceeding
is made, including all testimony and evidence upon which any
appeal may be based.
