WHEREAS, the Department of Management and. Budget, Computer Division, is
recommending that campetitive bidding be waived for the extension of )GEN
software support maintenance from Jacksonville Software at a proposed first
year cost of $13,500.00; and
WHEREAS, funds for this extension are available in the FY ' 92-93
Department of Management and Budget, Computer Division, Account Code
No. 460401-670; and
WHEREAS, said service was authorized by Resolution Nos. 88-241 and
89-157; and
WHEREAS, the Chief Procurement Officer has adopted a finding that
Jacksonville Software is the only vendor able to provide the service as
specified by the City; and.

WHEREAS, the findings of the Chief Procurement Officer have been
approved and adopted as the findings of the City Manager; and
WHEREAS, the City Manager and the Chief Procurement Offices re=mriend
that the requirement for competitive formal sealed bids be waived and the
extension of said service from Jacksonville Software as the sole source, be

this Resolution are hereby adopted by reference thereto and incorporated
herein as if fully set forth in this Section.
Section 2. By a four -fifths affirmative vote of the members of
the City Commission, after a duly advertised pub2lo hearing, the City
Manager's written finding that Jadksonville Software is the sole source
provider of XM Software Support Maintenance Services required by the City is
hereby ratified.
Section 3. The requirements for competitive sealed bids are
hereby waived and the Department of Management and Budget, Computers
Division's request for the extension of MEN Software Support Madntenanoe
Services is hereby approved with funds therefor hereby allocated from
F'y '92-93 Management and Budget, Computers Division, Account Code
No. 460401-670, at a proposed first year cost of $13,500.00.

Section 4. The City Manager is hereby authorized" to instruct
the Chief Procurement Officer to issue a purchase order for said extension and
thereafter to extend said Support Maintenanoe Services axmually in woordanoe
with the terms and conditions as set forth in the original agreement, subject
to the availability of funds.
Section 5. This Resolution sha11 become effective immediately
upon its adoption.

SUBJECT: RESOLUTION EXTENDING XGEN
SOFTWARE SUPPORT
MAINTENANCE

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution extending the XGEN software support maintenance
agreement for one year and authorizing thereafter the City Manager to
extend the annual support maintenance in accordance with the terms
and conditions as set forth in a contract, in a form acceptable to
the City Attorney, and subject to the availability of funds.
Jacksonville Software Development Corporation is the only vendor that
licenses these products and services at a cost of $13,500 for FY
92/93 in which funds are available in the budget of the Department of
Management & Budget.
BACKGROUND
The Department of Management and Budget had been using COGEN, a 4GL
(Fourth Generation Language) for program development since 1983. As
previously determined under past legislation, this product and
support services are compatible with the Unisys A-17 mainframe
computers and with existing systems used by the City and are licensed
only through Jacksonville Software Development Corporation. The
maintenance payment due for fiscal year 1992-93 is $13,500. Future
increases will not exceed six percent (6%) per year for four (4)
years.
Since there is no other vendor that can provide these products and
services, it is recommended that Jacksonville Software Development
Corporation be awarded the extension of the software support
maintenance agreement.
