RESOLUTION NO. 9 3- 455
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR A THREE YEAR PERIOD
WITH FIRST UNION BANK FOR THE PURPOSE OF
PROVIDING BANKING SERVICES TO THE CITY OF
MIAMI, FLORIDA; FURTHER AUTHORIZING THE CITY
MANAGER TO EXTEND THE CURRENT CONTRACT WITH
FIRST UNION BANK TO ASSURE NO INTERRUPTION OF
SAID BANKING SERVICES; ALLOCATING FUNDS
THEREFOR FROM CITYWIDE INTEREST EARNINGS.
WHEREAS, Section 18-2 of the Code of the City of Miami,
Florida, as amended authorizes the City to request proposals for
banking services for a three year period; and
WHEREAS, pursuant to Resolution No. 93-90, adopted
February 9, 1993, the City Commission authorized the issuance of
a Request for Proposals for said services; and
WHEREAS, pursuant to Resolution No. 93-280, adopted
May 13, 1993, the City Commission approvea tine qua.Liziea
proposers; and
WHEREAS, said qualified proposers submitted sealed bids to
perform said banking services; and
WHEREAS, the lowest total bid was submitted by First Union
Bank; and

WHEREAS, the current banking services contract with First
Union expires on June 30, 1993; and
WHEREAS, it is necessary to extend the current contract to
assure a smooth transition without interruption of services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorizedj`' to
execute an agreement, in a form acceptable to the City Attorney,
for a three year period with First Union Bank for the purpose of
providing banking services to the City of Miami, Florida, with
funds therefor hereby allocated from citywide interest earnings.
Section 3. The City Manager is further authorizedlj to
extend the current contract, in a form acceptable to the City
Attorney, with First Union Bank to assure no interruption of said
banking services.
Section 4. This Resolution shall become effective
immediately upon its adoption.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Recommendation:
It is respectfully recommended that the attached resolution be
adopted authorizing the City Manager to sign a contract for three
years for citywide banking services with First Union National
Bank of Florida in a form acceptable to the City Attorney and
extending the current contract with First Union National Bank of
Florida for such time as is necessary for a transition of
services.
Background:
In accordance with the procedures outlined in the banking
services request for proposals approved by resolution 93-90 and
the list of qualified banks approved in resolution 93-280, the
qualified banks were requested to submit sealed bids for their
services. The total cost of services, based on the estimati-d
volumes provided by the City, bid by each bank was as follows:

Therefore it is recommended that First Union National Bank of
Florida be awarded the contract as the overall lowest cost
bidder.

Additionally the current contract with First Union expires on
June 30, 1993. It is anticipated that it will take several
months to completely transition all services to the new bank due
to administrative signature requirements, equipment and software
changes, and familiarization of procedural changes. Therefore it
is necessary to authorize an extension of the current contract to
insure a smooth transition without interruption of services.
