A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION AFTER A
DULY ADVERTISED PUBLIC HEARING, RATIFYING THE
CITY MANAGER'S FINDING OF SOLE SOURCE;
WAIVING THE REQUIREMENTS FOR COMPETITIVE
SEALED BIDS AND APPROVING THE ACQUISITION OF
AN OPTICAL SCANNING SYSTEM FROM NATIONAL
COMPUTER SYSTEMS, THE SOLE SOURCE PROVIDER
FOR THIS EQUIPMENT AT A TOTAL PROPOSED COST
OF $16,065.00 FOR THE DEPARTMENT OF PERSONNEL
MANAGEMENT; ALLOCATING FUNDS THEREFOR FROM
THE FY '93 DEPARTMENT OF PERSONNEL MANAGEMENT
OPERATING BUDGET, ACCOUNT CODE NO.
270101-840, AND AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT.
WHEREAS, the Department of Personnel Management is
recommending that competitive bidding be waived for the purchase
of an Optical Scanning System from National Computer Systems at a
total proposed cost of $16,065.00; and
WHEREAS, this equipment will be used by the Department of
Personnel to score examinations; and
WHEREAS, funds for this equipment are available in the
FY '93 Operating Budget of the Department of Personnel
Management, Account Code No. 270101-840; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that National Computer Systems is the only vendor able to provide
the product as specified by the City; and

WHEREAS, the findings of the chief Procurement Officer have
been approved and adopted as the findings of the City Manager;
and
WHEREAS, the City Manager and the Chief Procurement Officer
recommend that the requirement for competitive formal sealed bids
be waived and the procurement of this equipment from National
Computer Systems, the sole source, be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a 4/5ths affirmative vote of the member of
the City Commission, after a duly advertised public hearing, the
City Manager's written finding that National Computer Systems is
the sole source provider of an Optical Scanning System is hereby
ratified.
Section 3. The requirements for competitive sealed bids
is hereby waived and the Department of Personnel Management's
request for the purchase of an Optical Scanning System is hereby

approved, with funds therefor hereby allocated from the FY '93
Operating Budget of the Department of Personnel Management,
Account Code No. 270101-840, at a total proposed cost of
$16,065.00.
Section 4. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said equipment.

Section 3. This Resolution shall beoome effeotive
immediately upon its adoption.

Recommendation for
Resolution and Award of
Sole -Source Contract
(Optical Scanning System)
It is respectfully recommended that the City Commission adopt a
resolution to award a contract to National Computer Systems, 9403
Bellhaven Street, Tampa, Florida, a non -local, non -minority vendor,
to supply an optical scanning system to the Department of Personnel
Management, at a proposed cost of $16,065.
BACKGROUND
In an effort to procure an optical scanning system to be utilized
by the Department of Personnel Management for examination scoring,
a broad range of providers were contacted. National Computer
Systems was identified as the most responsible and responsive
vendor.
Section 2-268 of the Charter and Code of the City of Miami mandates
the Department of Personnel Management to review and evaluate the
manpower requirements necessary to perform the assigned functions
of the various departments in an efficient and effective manner.
The function of examination scoring is critical to the overall
service of the Department of Personnel Management, requiring that
it be performed quickly and more importantly, without error. It is
through the use of an optical scanning system that this task can be
performed efficiently.
Based on the research conducted by both the Departments of General
Services Administration/Solid Waste and Personnel Management it is
jointly recommended that sole source contract be awarded to
National Computer Systems. Provisions have been made within the
fiscal year 1993 operating budget of the Department of Personnel
Management.

An investik n was conducted by the Procurement Management
staff to determine whether National Computer Systems, a non-
minority/non-local vendor of Tampa, Florida, is the sole source
supplier of the OpScan 7 OMR Scanning System specified by the
Department of Personnel Management. Several distributors and
manufacturers of optical scanning systems were contacted
including: Multi Scanning System, Inc., Image Memory Systems,
Inc., Electro Optical Industries, Inc., and General Scanning,
Inc.
The OpScan 7 OMR Scanning System offers a wide range of features
such as: a input hopper that holds at least 300 forms, reading
both sides of the form in a single pass, scanner throughput of at
least 3,000 8}" X 11" sheets per hour, reading paper weights from
501b. to 801b., and reading multiple page documents and writing
out data obtained from documents. The systems offered by the
above vendors does not offer all of the required features as
specified by the Department.
The scanner will replace the outdated scanning system currently
in use, and will provide the function of scoring examinations
which is critical to the overall service of the Personnel
Department. It is through the use of a scanner and computer
system that personnel is able to score examinations and provide
service to other City Departments.
Accordingly, I am recommending that the requirements for
competitive bidding be waived and the above findings be approved,
that National Computer Systems is the sole provider of the OpScan
7 OMR Scanning System specified by the Departm t of Personnel
Management.
