RESOLUTION NO. __ 9 3
A RESOLUTION APPOINTING A CERTAIN INDIVIDUAL
TO SERVE AS A REGULAR MEMBER OF THE PLANNING
ADVISORY BOARD TO FILL AN UNEXPIRED VACANCY
FOR A TERM AS HEREIN SPECIFIED.
WHEREAS, an unexpired vacancy exists on the Planning
Advisory Board as a result of the resignation of Mr. Eladio
Armesto-Garcia; and
WHEREAS, there are three applicants qualified to fill said
vacancy;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following individual is hereby appointed
as a regular member of the Planning Advisory Board to fill an
unexpired vacancy for a term as specified below:

RECOMMENDATION:
It is recommended that the City Commission approve the attached
Resolution appointing a certain individual to a regular position
on the Planning Advisory Board.
BACKGROUND:
The Planning Advisory Board has one (1) vacancy due to the re-
signation of a Board Member on April 14, 1993. His term will
expire on December 31, 1994.
Sections 62-46 through 62-51 of the City Code provide for the
appointment or reappointment of Board Members.

The tern of office of Eladio Aneesto-Garcia, a Planning Advisory Board
Member, appointed by Camtiissioner J. L. Plummer, expires on December
31, 1994. On April 14, 1993, Mr. Anmmasto-C,arica send us a letter
resigning from the Planning Advisory Board.
Sections 62-46 through 62-51 of the City Code provide for the
appointment or reappointment of Board Members. Pursuant to these
Sections, the following timetable is suggested:

Please be advised that the dez�: ine for submittal of applications
for appointment to the Planning Advisory was May 28, 1993. Three
applications were received with one appointment to be made. The
new appointee will replace Eladio Armesto-Garcia, who resigned
from the board. Mr. Arme ','--Garcia had been appointed by
Commissioner J.L. Plummer for term to expire on December 31,
1994.
The Agenda Office will be directly transmitting to you copies of
applications received from the following individuals:

Metropolitan Dade County Elections Department informs us that all
three applicants are registered to vote in the City of Miami,

Highlights: This Department handled a wide variety of financially troubled
clients, finding solutions which helped the client company continue in
business wherever possible. ,

Significant Accomplishments:
A $16 million fraud on the bank by the head of the agricultural lending
division involved numerous customers, some of whom were conspirators in
the fraud. Under nay leadership, the bank recovered $12.6 million from
the fidelity bond carrier and an additional $2 million from the
conspirator - customers. My employees directly managed the daily
affairs of a 1,200-head dairy farm for a 6-month period. Recovery
efforts were essentially complete within 12 months.
I arranged for the sale and refinancing of a bankrupt major copper tube
manufacturer.
I directed the foreclosure operations and sale of a resort property,
which included 1,300 residential lots, private roads and utilities,
lakes and ski slopes spanning four counties.
Over the course of my tenure in the Special Loans Department, I handled
numerous other clients, including those in textile, public utility,
heavy equipment, retail manufacturing and construction industries.

Improved. Our primary middle -market base of customers expanded
significantly, and we developed a speciality in communications industry
financings.

Company
Highlights: I took the helm of this financially troubled $150 million
revenue title insurance subsidiary with the intent to turn it around and
improve its market shares. Over a 90-day period, I established a new
management team, identified unprofitable business and improved financial
controls. While the company is expected to breakeven in 1991 after losing
more than $10 million per year. my findings with respect to the company's 2�
industry position and short-term return on investment caused Meridian's
Board of Directors to decide to sell the company. The sale process N
