HomeMy WebLinkAboutR-93-0414J-93-464 6/30/93 RESOLUTION NO. 9 3 - 414 A RESOLUTION REJECTING THE PROPOSALS SUBMITTED BY DOWNTOWN DISTRIBUTORS, INC., NOR-MUNDO CORPORATION AND PALM LIQUOR LOUNGE, INC., IN RESPONSE TO THE REQUEST FOR PROPOSALS (RFP) ISSUED JUNE 1, 1992, BY THE CITY OF MIAMI FOR THE UNIFIED DEVELOPMENT PROJECT (UDP) CONSISTING OF THE DEVELOPMENT OF CERTAIN IMPROVEMENTS ON CITY -OWNED RIVERFRONT PROPERTY LOCATED BETWEEN S.W. 2ND AND 3RD STREETS ON S.W. NORTH RIVER DRIVE, ALONG THE MIAMI RIVER, IN MIAMI, FLORIDA. WHEREAS, on March 12, 1992, the City of Miami Commission adopted Resolution No. 92-156 declaring that the most advantageous method to develop certain improvements on the City -owned riverfront property located between S.W. 2nd and 3rd Street on S.W. North River Drive, on the Miami River, Miami, Florida, is by the Unified Development Project (UDP) process, as set forth in City of Miami Charter Section 29-A(o) and City of Miami Code Section 18-52.9; and WHEREAS, pursuant to Resolution No. 92-156 a public hearing was held on May 14, 1992, to take testimony regarding a Request for Proposals (RFP) for this UDP; and WHEREAS, at the conclusion of said public hearing, the City of Miami Commission adopted Resolution No. 92-326 authorizing the issuance of a RFP on June 1, 1992, for this UDP which consisted of the development of marine activities including a restaurant CITY COMMISSION N$ETING OF JUL 0 9 1993 Aerolulion Na 93- 414 with water -dependent use on the City -owned riverfront property located on S.W. North River Drive along the Miami River, in Miami, Florida; and WHEREAS, a RFP was issued by the City of Miami on June 1, 1992, having a proposal submission deadline of September 8, 1992; and WHEREAS, due to the request of prospective respondents and Hurricane Andrew, the proposal submission deadline was delayed twice; and WHEREAS, on February 8, 1993, a total of three proposal submissions were received from Downtown Distributors, Inc., Nor-Mundo Corporation and Palm Liquor Lounge, Inc.; and WHEREAS, said proposals were reviewed by City staff for compliance to the requirements of the RFP; and WHEREAS, said proposals are severely deficient in providing the information required by the RFP and are thus determined to be non -responsive to the RFP; and WHEREAS, pursuant to the procedures set forth in the RFP, proposals that are non -responsive to the RFP shall be rejected by the City of Miami Commission prior to the UDP evaluation process; and WHEREAS, the City Manager and the Department of Development recommend rejecting all proposals received for said project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference 33- 414 -2- thereto and incorporated herein as if fully set forth in this Section. Section 2. The proposals from Downtown Distributors, Inc., Nor-Mundo Corporation and Palm Liquor Lounge, Inc. in response to the Request for Proposals (RFP) issued June 1, 1992, by the City of Miami for the Unified Development Project (UDP) consisting of the development of certain improvements on city -owned riverfront property located between S.W. 2nd and 3rd Streets on S.W. North River Drive, along the Miami River, in Miami, Florida, are hereby rejected as determined to be non -responsive to the requirements of the RFP for this UDP. Section 3. ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution rejecting the proposals submitted by Downtown Distributors, Inc., Nor-Mundo Corporation and Palm Liquor Lounge, Inc., in response to the Request for Proposals (RFP) issued June 1, 1992 by the City of Miami for the Unified Development Project (UDP) consisting of the development of certain improvements on City -owned riverfront property located between S.W. 2nd and 3rd Street on S.W. North River Drive, along the Miami River, Miami, Florida. The Department of Development recommends that the attached Resolution be adopted by the City Commission on July 8, 1993 thereby rejecting the proposals received by the City of Miami in response to the RFP for the S.W. North River Drive property. On June 1, 1992, a RFP was issued for this UDP which consisted of the development of marine activities including a restaurant with water -dependent use on the City -owned riverfront property. After two postponements of the proposal submission deadline, three proposals were received by the City on February 8, 1993. The respondents were Downtown Distributors, Inc., Nor-Mundo Corporation and Palm Liquor Lounge, Inc.. 33- 414 a Honorable Mayor and Members of the City Commission Page two The three proposals were reviewed by City staff to determine compliance with the requirements of the RFP. It was determine that all three proposals were severely deficient in providing the information required by the RFP. Deficiencies for each of the respondents' proposals are noted as "No" in the attached form entitled "Checklist for February 8, 1993 Proposal Submissions Compliance to the RFP". In accordance with the regulations set forth in the RFP, proposals which are found to be deficient in providing the information required and are thus non -responsive, shall be rejected by the City of Miami Commission.
