HomeMy WebLinkAboutR-93-0383J-93--5555 6/29/93 0 RESOLUTION NO. 93- 4383 E A RESOLUTION RATIFYING, IN PRINCIPLE, THE CITY MANAGER'S PROPOSAL TO ROYAL CARIBBEAN CRUISE LINES, LTD, (RCCL), IN WHICH THE CITY OF MIAMI AGREES TO CONSIDER PROVIDING THE FOLLOWING INCENTIVES TO RCCL IF RCCL ESTABLISHES ITS INTERNATIONAL RESERVATIONS CENTER, WHICH WILL CREATE APPROXIMATELY 600 NEW JOBS, WITHIN THE CITY OF MIAMI: (1) LP TO ONE MILLION DOLLARS ($1,000,000) FROM COMMUNITY DEVELOPMENT FUNDS FOR ELIGIBLE ACTIVITIES, INCLUDING THE RETROFITTING OF OFFICE SPACE, AND THE INSTALLATION OF FIBER-OPTIC CABLE; AND (2) FIVE MILLION DOLLARS ($5,000,000) THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT LOAN PROGRAM AT THE RATE OF 1% IN ACCORDANCE WITH COMMUNITY DEVELOPMENT BLOCK GRANT GUIDELINES; SUBJECT TO THE PROVISOS THAT RCCL GIVE FIRST PRIORITY IN HIRING TO CITY OF MIAMI RESIDENTS, WITH NO LESS THAN 55% OF SUCH JOBS GOING TO CITY OF MIAMI RESIDENTS. WHEREAS, the City Commission is greatly concerned about the impact that downtown office space vancancies have on the City's tax base; and WHEREAS, the creation of new jobs in the City of Miami and the availability of said jobs to Miami residents is a prime objective of the City Commission; and WHEREAS, the City Commission desires to facilitate the attraction of new businesses in the City as well as the creation of new jobs in general, and within the downtown central business district in particular, by providing businesses incentives to relocate to Miami; __- MY COri11011�S1161 1113 ,3_ 383 4 NOW, T'HT REF(lt` E, BE TT RE:`,OT_,VFT) F37. The recitals and findings contained in the Preamble to this Resolution are hereby adopted. by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby ratifies, in principle, the City Manager's proposal to Royal Caribbean Cruise Lines, Ltd. (RCCL), wherein the City of Miami agrees to consider providing the following incentives to RCCL if RCCL establishes its International Reservations Center, which will create approximately 600 new jobs, within the City of Miami: (1) up to one Million Dollars ($1,000,000) from Community Development funds for eligible activities including the retrofitting of office space and the installation of fiber-optic cable; and (2) Five Million Dollars ($5,000,000) through the Community Development Block Grant Loan Program ("CDBG") at the rate of 1% in accordance with CDBG Guidelines. Section 3. Said above incentive program shall also be subject to the conditions that RCCL covenant with the City of Miami that RCCL shall give first priority in hiring to City of Miami residents, and in no case shall less than 55% of the total number of jobs created at RCCL as a consequence of the subject proposal and RCCL's relocation to the City of Miami be given to City of Miami residents. Section 4.
