WHEREAS, WAUNEDA NEAL, as natural gtaxdi.an ax)d parent of Antonio
Edwards, incapacitated, asid Tangenika, Edwards, his wife, individually and as
mother, natural guardian and next of friend of Antonio Edwards, Jr., a minor,
through their attorneys, filled a claim for personal injuries and deprivation
of civil rights, arising out of an incident involving City of Miami. police
officers on January 3, 1992, at Northwest 53rd Street and 2nd Avenue, in
Miami., Dade County, Florida; and
Wh'EREAS, the above claims and lawsuit have been investigated by the
Torts Division of the City Attorney's Office and the IlepartnIent of Risk
Management Pursuant to Ordinance No. 8417, which created the City of Miami. ' s
Insurance and Self -Insurance Program, and said offices at this time reoommend
that the above claims and lawsuit be settled; and

NOW, THERr"FORE, BED IT RES(MVED ITf THE CIOMMISSIM OF TIM CITY OF MI.AMI,
Section 1. The recitals and fizifflangs set forth in the Preamble to this
Resolution axe hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. The Director of Finance is hereby authorized to pay the
following :
(a) : $537,197. An arxiui.ty for Antonio Fdwards, Jr.
utilizing Ri.ngler Associates who will purchase said annuity
through its agent, Gerald Greger, from Allstate Life
Insurance Company. Said annuity is to be puxohased
forthwith.
(b) B3at Nedital xLILIS of AUbMID ate: All outstanding
medical bills 'i s incurred for the caxe and treatment of Antonio
Edwards by North Shore Medical Center; Jackson Memorial
Hospital; Cedars Medical Center; University of Miami.
Depaxtrnent of Neurology; Human Resources Health Center;
Kenneth C. Fischer, M.D., P.A.; and Fernando L. Martinez-
Catinchi, M.D.
(c) c=Pl.au for Antonio B3wazds: The City of
Miami shall pay for Antonio Edwards' Continuing medical case
at North Shore Medical Center at the rate of $975.00 per day
with, a three percent infLation factor per year for as long
as Antonio Edwards lives. In the event that Antonio

'I -he city of Miami has tenta-
tively agreed to pay more than
S7.5 million to the family of a
Carol City man choked by a
police officer last vear until he
fell into a coma, sources said
Monday.
if approved by city commis-
sioners today, the settlement
would be by far the largest ever
paid in a Miami police -brutality
case.
The agreement, hammered out
just days before the case was sup-
posed to go to trial, will pay dam-
ages and lifetime care for Anto-
