HomeMy WebLinkAboutR-93-0330f J-93-409 5/13/93 RESOLUTION NO. 3 330 r A RESOLUTION AUTHORIZING THE ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO EXCEED $1,113.18, TO COVER THE SHORTFALL IN FUNDS COLLECTED BY THE NATOMA MANORS HOMEOWNERS ASSOCIATION ON BEHALF OF THE RESIDENTS OF THE NATOMA MANORS - - NEIGHBORHOOD FOR THE INSTALLATION OF A MALL - TO BE LOCATED ACROSS ALATKA STREET AT ITS -� INTERSECTION WITH SOUTH DIXIE HIGHWAY; ALLOCATING FUNDS THEREFOR FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, FY 1992-93, IN SAID AMOUNT; FURTHER AUTHORIZING -` THE CITY MANAGER TO RELEASE SAID FUNDS TO THE NATOMA MANORS HOMEOWNERS ASSOCIATION. WHEREAS, on April 11, 1991 the City Commission adopted J' Ordinanoe No. 10868, whioh amended Seotion 84-17 of the Code of - the City of Miami, Florida, as amended, to authorize the - oonstruotion of wall(s) aoross Natoma Street, Ta-lu-ga Drive and Alatka Street at their intersections with South Dixie Highway subjeot to the oondition that oonstruotion of the wall(s) shall not oommenoe until suoh time as neighbors had plaoed all funds neoessary to pay for oonstruotion of the wall(s) on deposit with the City, with the deadline for suoh deposit(s) being established as July 4, 1991; and WHEREAS, on Ootober 8, 1992, the City Commission adopted Ordinanoe No. 11005, further amending Seotion 84-17 by extending the deadline date for deposit(s) of said funds for said wall(s) to January 10, 1993; and CITY IINIMN IME?ING OF MAY 13 1993. Assaud= If*. 93- 330 f WHEREAS, a shortfall in funds collected by the Natoma Manors Homeowners Association on behalf of the residents of the Natoma Manors neighborhood as of the deadline date has caused a delay in the construction of the aforesaid wall across Alatka Street; and WHEREAS, the City Commission after oareful consideration of this matter, deems it advisable and in the best interest of public safety and the general welfare of the City of Miami and its inhabitants to cover the shortfall in funds oolleoted by the Natoma Manors Homeowners Association to expedite the completion of the aforementioned wall; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The allocation of funds, in an amount not to "? exceed $1.113.15. is hereby authorized to cover the shortfall in ;s funds collected by the Natoma Manors Homeowners Association on J behalf of the residents of the Natoma Manors neighborhood for the. = installation of a wall to be located across Alatka Street at its ?�y intersection with South Dixie Highway, with funds therefor hereby; allocated from Special Programs and Accounts, Contingent Fund, FY 1992-93, in said amount. — Section 3. The results of the traffic poll indicate that the vast majority of neighbors are in favor of the proposed plan as submitted. We wish to thank everyone for their prompt response to the survey, and especially those who took the time to write letters and comments. While we did not acknowledge each one individually► they were all discussed and taken into consideration. On Monday evening, May 10, the Natoma Manors committee and the Day Heights Committee met with representatives of the City of Miami to present their respective traffic plan proposals. They were somewhat similar in that they both prevent outside crisscross traffic through the neighborhood. In fairness to both neighborhoods it was decided that each plan be given a chance, with the Bay Heights plan to be tried first. After a period of ninety days the Natoma Manors plan will be tried. Then after another period of ninety days the homeowners in both neighborhoods will vote on the plan which they prefer. We all will be inconvenienced by the change in our daily routine, but both neighbor- hoods will benefit in the end. You are familiar with the Natoma Manors plan; the Bay Heights plan is as follows: 1. Samana Drive will be closed (their entrance opposite Vizcaya) 2. Alatka Street will be closed at South Bayshore Drive 3. Halissee Street will be one-way to South Bayshore, beginning at Micanopy 4. Halissee Street will be closed at U.S. 1 Both proposals will be presented to the City Commission for their study and approval as they see fit. We will be informed by the City when to expect action. WALL AT ALATKA AND U.S. I.: After discussing this project with several contractors, we finally located the man who constructed the Natoma and Taluga walls at U.S. 1. nukes Concrete, Inc. has give►us a proposal of $5,170.00, considerably less than the others, and we plan to take im- mediate steps to get this project underway. We presently have $4,056.85 in our wall fund; another $1,113.3.5 is needed as soon as possible. Homeowners throughout the neighborhood have made donations in amounts ranging from $15.00 to $500.00. If you have not made a donation please consider doing so at this time. Or if you have made a small donation you may wish to make an additional one. Several people who made pledges at the meeting when this project was approved have not yet sent -in their checks. Now that we know exactly how much is needed we will appreciate receiving your checks. In the event that we collect more money than is needed for the wall, it will go toward the landscaping which is planned, PLEASE HELP US GET THIS PROJECT COMPLETED BY MAILING YOUR CHECK TO THE i ADDRESS BELOW.
