A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PREPARE AND SUBMIT A GRANT APPLICATION IN THE
AMOUNT OIL $600,000 TO THE UNITED STATES
ECONOMIC DEVELOPMENT ADMINISTRATION FOR THE
PURPOSE OF CREATING A FILM
INCUBATOR/PRODUCTION AND INFORMATION CENTER,
TO BE LOCATED AT 3930 NORTHEAST SECOND
AVENUE, MIAMI, FLORIDA; ALLOCATING $200,000
FROM THE CITY'S NINETEENTH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS TO PROVIDE
HATCHING FUNDS FOR SAID GRANT.
WHEREAS, the United States Economic Development
Administration ("RDA") has set aside funds to promote business
expansion and job creation in areas where Hurricane Andrew caused
substantial eoonomio hardship; and
WHEREAS, the City has presented a number of economic
development project proposals to EDA for funding consideration;
and
WHEREAS, on April 23, 1993, RDA formally invited the City to
prepare and submit a Grant Application for the Film
Inoubator/Produotion and Information Center; and
WHEREAS, the proposed Application contemplates funding
participation of the City of Miami, Metro -Dade County, and State
of Florida;

NOW, THSREFORS, S2 IT RESOLVED BY THU COMMISSION Off' TNS CITY
OF MIAMI, FLORIDA:
Seotion 1. The reoitals and findings oontained in the
Preamble to this Resolution are hereby adopted by referenoe
thereto and inoorporation herein as if fully set forth in this
Seotion.
Seotion 2. The City Manager is hereby authorized to
prepare and submit a Grant Applioation in the amount of $800,000
to the United States Eoonomio Development Administration for the
purpose of oreating a Film Inoubator/Produotion and Information
Center, to be looated at 3930 Northeast Seoond Avenue, Miami,
Florida.
Seotion 3. An amount, not to exoeed $200,000, is hereby
allocated from the City's Nineteenth Year Community Development
Hlook Grant Funds to provide matohing funds for said grant.
Seotion 4. This Resolution shall beoome effeotive
immediately upon its adoption.

RECOMME DATION:
It is respectfully recommended that the City Commission adopt
attached Resolution, authorizing the City Manager prepare and
submit a Grant Application ("Application") in the amount of
$600,000 to the US. Economic Development Administration ("EDA")
for the purpose of establishing a Film Incubator/Production and
Information Center ("Center"), to be located at 3930 NE 2nd
Avenue, Miami, Florida; allocating $200,000 from the city's 19th
Year Community Development Block Grant Funds to provide matching

funds for such grant.
BACKGROUND:
The Department of Development & Housing Conservation request that
the City Commission approve the attached Resolution to submit a
formal application to EDA, seeking $600,000 of grants monies for
the establishment of a Film/Video Incubator/Production and Infor-
mation Center.
The Application is seeking funds from the Title IX of Sudden and
Severe Economic Dislocation Program (SEED) of EDA to promote
business development and job creation in areas where Hurricane
Andrew caused substantial economic hardship. On April 23, 1993,
EDA formally invited the City to submit a grant application for
the proposed Center, in response to various economic development
project proposals presented by the City for funding consider-
ation.
As part of the local participation plan, Application stipulates
matching funds of $200,000 from the City, $150,000 from Metro -
Dade County, and $300,000 from the State of Florida.
