A RESOLUTION DESIGNATING THE LAND SURVEYING
SERVICES FOR CITY OF MIAMI PROJECT - 1994 AND
1995 AS A CATEGORY "B" PROJECT; APPOINTING A
CERTIFICATION COMMITTEE OF NOT LESS THAN
THREE (3) QUALIFIED PROFESSIONALS; APPROVING
THE CITY MANAGER'S APPOINTMENT OF A
COMPETITIVE SELECTION COMMITTEE OF NOT LESS
THAN SIX (6) MEMBERS; AND APPOINTING A
PROFESSIONAL ENGINEER, FROM THE DEPARTMENT OF
PUBLIC WORKS, CHAIRPERSON OF THE COMPETITIVE
SELECTION COMMITTEE.
WHEREAS, a substantial number of City of Miami projeots are
scheduled for the immediate future; and
WHEREAS, the planning, design and oonstruotion of said
projeots will require land surveying servioes; and
WHEREAS, the City of Miami Publio Works Department is
insufficiently staffed to a000mplish all land survey work
necessary for said projeots; and
WHEREAS, the one year term extension of the five private
surveyors now under oontraot with the City will expire at the end
of the year; and
WHEREAS, upon expiration of said existing agreements it will
be necessary to again engage land survey firms to further render
professional and teohnical servioes; and

WHEREAS, the cost of land survey services will be paid from
the project expenses allocated for each individual project; and
WHEREAS, the City Manager recommends that the land surveying
services for City of Miami project - 1994 and 1995 be designated
a Category "B" Project; and
WHEREAS, Ordinance No. 9572 requires the establishment of a
Certification Committee of not less than three (3) professionals
qualified in the fields of endeavor or practices involved to
review the qualifications, performance data, and related
information provided by those responding to the City's Request
for Professional Services; and
WHEREAS, Ordinance No. 9572 also requires the City Manager
to appoint a Competitive Selection Committee comprised of a
minimum of six (6) members from the following departments and
sectors:
(A) One from the Department in charge of the Project.
(B) One from each of a maximum of three departments
identified as principal users of the project.
(C) The Supervisor of the Inspection Division of the
Planning, Building and Zoning Department or his
designee.
(D) The Director of Finanoe or his designee.
(E) The City Manager or his designee.
(F) One or more professionals in the field of practice
involved;

recommendations made
by
the
Competitive Selection
Committee are
to be submitted
to
the
City Commission for
approval, and prior to the execution of any contract, the City
Commission shall instruct the City Manager to oommenoe
negotiations based on the Commission's approval of the rank order
of proposed Consultants; and

WHEREAS, the City Manager recommends that a professional.
engineer, from the Department of Publio Works, be appointed
Chairperson of the Competitive Selection Committee in a000rdanoe
with the provisions of said Ordinance; and
WHEREAS, in a000rdanoe with the provisions of
Ordinanoe No. 9572, adopted February 10, 1983, and the provisions
of Section 16.52.3 of the City Code, as amended, whiob
legislation established prooedures for proouring pertain
professional services and also established oompetitive
negotiation requirements with regard to the furnishing of suoh
services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by ref erenoe
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The land surveying services for City of Miami
Project - 1994 and 1998 is hereby designated as a Category "B"
Project.
Section 3. The City Commission hereby appoints a
Certification Committee comprised of the following members:
Daniel C. Brenner
Frank R. McMahon, Jr.
Seotion 4. The City Commission hereby appoints the
following professional engineer from the Department of Publio
Forks, to serve as Chairperson of the Competitive Seleotion
Committee:
Daniel C. Brenner
Seotion 8. This Resolution shall beoome effective
immediately upon its adoption.

The Certification Committee Meeting for Land Surveying Services
Consultants was held on June 29, 1993, to certify consultants
proposing to provide land surveying services for the City of
Miami during the Calendar Years of 19914 and 1995• Six firms
submitted proposals and were certified. The six firms are as
follows:
Biscayne Engineering Company, Inc.
Campanile & Associates, Inc.
Crowder -Mahoney, Inc.
Fernando Z. Gatell, P.L.S., Inc.
Metric Engineering, Inc.
Manuel G. Vera & Associates, Inc.
The initial Competitive Selection Committee Meeting, to develop a
short list of consultants for presentations and interviews, will
be eliminated because of the small number of firms certified.
The Competitive Selection Committee will meet on July 13, 1993,
and the above six consultants will give presentations and be
interviewed. The Committee will selec five consultants for
Commission approval.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution designating the Land Surveying Services for
City of Miami Project - 1994 and 1995 as a Category "B" Project;
appointing a certification committee of not less than three (3)
qualified professionals; approving the City Manager's appointment
of a Competitive Selection Committee of not less than six (6)
members and appointing a professional engineer, from the Public
Works Department, Chairperson of the Competitive Selection
Committee.
BACKGROUND:
The Department of Public Works has determined that it is now in
{ order to select land survey firms to perform professional
services for the City for the 1994 and 1995 calendar years.
Numerous projects and improvements are anticipated throughout the
City in 1994 and 1995. The Public Works Department is
insufficiently staffed to accomplish all the survey work
necessary to accommodate these projects.
The existing agreements with the five survey firms now under
contract with the City will expire approximately at the end of
a the year. It is now appropriate, therefore, to prepare for the
selection of Land Survey firms to further render the necessary
professional and technical services once the agreements have
ended.
In accordance with ordinance No. 9572 adopted February 10, 1983,
the proposed resolution will designate Land Surveying Services
for City of Miami Project - 1994 and 1995 as a Category "B"
Project, select three qualified professionals to the
Certification Committee, approve the City Manager's appointment
of a Competitive Selection Committee of not less than six
members, and appoint a professional engineer, from the Public
Works Department, Chairperson of the Competitive Selection
Committee.
It is recommended that Daniel C. Brenner, P.E., of the Department
of Public Works, be appointed Chairperson of the Competitive
Selection Committee; and also, it is recommended that Daniel C.
Brenner, P.E., of the Department of Public Works, and Frank R.
McMahon, Jr., P.L.S., of the Department of Public Works, and Raul
A. Pino, P.L.S., of Ludovici and Orange Consulting Engineers,
Inc., be appointed as the Certification Committee.
Ordinance No. 9572 provides further that there be recommendations
made by the Competitive Selection Committee to the City
Commission for approval: thereafter, and prior to the execution
of any contract, the City Commission shall instruct the City
Manager to commence negotiations based on the Commission's
approval of the rank order of proposed Consultants.
