HomeMy WebLinkAboutR-93-0301J-93-288 4/ 7/93 9 3 3 01 RESOLUTION NO, A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S ACTION IN AUTHORIZING FLORIDA MEMORIAL COLLEGE TO CONDUCT TWO PRE -ACADEMY ORIENTATION CLASSES; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $13,200, FROM THE LAW ENFORCEMENT TRAINING TRUST FUND, PROJECT NO. 136002, INDEX CODE 290808-270 FOR SAID CLASSES. WHEREAS, the Police Department provides a pre-aoademy orientation class to all new recruits; and WHEREAS, said olass has been developed to enhance reading and writing skills, raise recruits' scores in the Test for Adult Basic Education (T.A.B.B.) test, and to prepare the recruits for state certification tests; and WHEREAS, competitive negotiations were taking place when Hurricane Andrew struck; and WHEREAS, two Basic Law Enforcement (B.L.E.) classes were scheduled and Florida Memorial College had provided this service satisfactorily in the past; and WHEREAS, the City Manager found that the provision of these classes constituted an emergency; and WHEREAS, funds to cover the necessary expenses required for these classes are available in the Law Enforcement Training Trust Fund, Project No. 136002, Index Code 290808-270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Cri'Y COM=SStoff IMTING OF i geotion 1. After a properly advertised publio hearing, the City Manager's aotion in authorizing Florida Memorial College j to oonduot two pre-aoademy orientation classes is hereby ratified, approved and confirmed, with funds therefor, in an amount not to exoeed $13,200, hereby allocated from the Law Enforoement Training Trust Fund, Projeot No. 136002, Index Code 290505-270 for said olasses. Odio City Manager Members DATE : 411 1 y � 93 FILE iAr SMECT : Resolution Ratifying City Manager's Action REFERENCES: ENCLOWRES : It is respectfully recommended that a Resolution ratifying the City Manager's emergency action authorizing Florida Memorial College to provide two pre -academy orientation classes, at a cost of $13,200, be approved. The Miami Police Department conducts pre -academy orientation classes in an effort to prepare new recruits for entry into the police academy. The object of these classes is to enhance the reading and writing skills, raise the T.A.B.E. (Test for Adult Basic Education) scores, and to prepare the recruits for the state certification tests. Competitive negotiations were taking place for the provision of these classes when hurricane Andrew struck. Because the classes were scheduled, and Florida Memorial College had provided these services in the past, they were utilized again. - It is, therefore, recommended that the Resolution ratifying the City Manager's emergency action authorizing Florida Memorial College to provide two pre -academy orientation classes, at a cost of $13,200, be approved. The request is an interim measure until the Department can complete the formal bid process. said emergency request is in addition to the Department's earlier solicitation of November 12, 1992. The amount necessary to conduct an 80-hour class is $6,600. The projected starting date for the class is April 12, 1993. Anticipating this expiration date, along with the uncertainty of another BLE class in 1992, the polio* Department made contacts with three other vendors.
