HomeMy WebLinkAboutR-93-0295J-93-315 4/27/93 RESOLUTION x0. 93 - 295 A RESOLUTION AUTHORIZING THE FUNDING OF THE GUARDIAN AD LITEM PROGRAM AND ALLOCATING FUNDS THEREFOR, IN THE AMOUNT OF $18,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURE LAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS BEING IN COMPLIANCE WITH SECTION 932.7055 OF THE FLORIDA STATUTES. WHEREAS, Florida Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and — WHEREAS, the Miami Police Department supports the efforts of groups dedicated to the protection of the children in our community; and WHEREAS, many children are abused or neglected by their parents and then are subjected to further abuse by an overcrowded, underfunded social service system; and WHEREAS, the Guardian Ad Litem Program utilizes volunteers to represent these children in the courts, with H.R.S., and with social service agencies; and WHEREAS, the Guardian Ad Litem Program has already received commitments from the Dade Community Foundation and the Administrative Offices of the Courts; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the proposed expenditure complies with Florida Statute 932.7055, as amended; and WHEREAS, funds to cover the funding are available in the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002r-247. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, PLORIDAs Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding of the Guardian Ad Litem Program is hereby authorized, with funds therefor, in the amount of $18,000, being hereby allocated from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, the statutory compliance of such expenditure having been certified by the Chief of Police. Odfo REFERENCES: City Manager ENCLOSURES: MAY ` 41993 FILE : Resolution Funding the Guardian Ad Litem Program It is respectfully recommended that a Resolution funding the Guardian Ad Litem Program, and allocating funds therefor from the Law Enforcement Trust Fund, in an amount not to exceed $18,000, be approved. The Police Department supports the efforts of those groups committed to the protection of the children in our society. Many children find that they are first abused or neglected by parents and then are abused by an overcrowded, underfunded social service system. The Guardian Ad Litem Program offers a ray of hope to these children through volunteers who represent them in the courts, with H.R.S. and other social service agencies. Funding is also being sought from Metropolitan Dade County, and commitments have been received from the Dade Community Foundation, and the Administrative Office of the Courts. It is, therefore, recommended that the Resolution authorizing the funding of the Guardian Ad Litem Program, and allocating funds therefor in the amount of $18,000, funding to be provided from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, be approved.
