A RESOLUTION, WITH ATTACHMENTS, APPROVING
THE AGREEMENT TO CONTINUE THE ENTITY KNOWN
AS THE SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM; DESIGNATING THE CITY
MANAGER TO CONTINUE SERVING AS THE CITY OF
MIAMI REPRESENTATIVE TO THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, TO CONTINUE THE ENTITY KNOWN AS THE
SOUTH FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM.
WHEREAS, the City of Miami, the City of Miami Beach, the City
of Hialeah, Metropolitan Dade County and Monroe County comprise
the South Florida Employment and Training Consortium; and
WHEREAS, the City of Miami desires to continue the entity
known as the South Florida Employment and Training Consortium;
and
WHEREAS, the purpose of the South Florida Employment and
Training Consortium is to continue to conduct programs on an area
wide basis under the Job Training Partnership Act of 1982, to
provide employment and training opportunities for the
economically disadvantaged, unemployed, underemployed or those
who meet other eligibility criteria, and to ensure that training
and other services are organized and delivered in the most
effective and efficient manner; and

WHEREAS, the City Commission desires the City Manager to
continue to serve as the City of Miami's representative on the

South Florida Employment and Training Consortium,

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI# FLORIDAs
section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this -
section.
Section 2. The City Commission hereby approves the agreement
to continue the entity known as the South Florida Employment and
Training Consortium.
Section 3. The City Commission hereby designates the City
Manager to continue serving as the City of Miami representative _.
to the South Florida Employment and Training Consortium.
Section 4. The City Manager is hereby authorized 1/ to
execute the agreement, in substantially the attached form, to
continue the entity known as the South Florida Employment and
Training Consortium subject to the conditions and limitations
contained herein and in the City Code.
Section 5. This Resolution shall become effective
immediately upon its adoption.

1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable
City Charter and Code provisions.

WHEREAS, it is desirable to conduct programs on an areawide basis providing for
employment and training opportunities for the economically disadvantaged, unemployed,
underemployed or otherwise meeting the eligibility criteria of any program operated under this
agreement and to assure that training and other services are organized and delivered in the most

effective and efficient manner, and
WHEREAS, Metro?olitan Dade County, the City of Miami, the City of Hialeah, the City
of KWW Beach, and Monroe County are located in reasonable proximity to each other and
WHEREAS, the Florida fnterlocal Cooperation Act of 1969, Section 163.01 et seq.,
Florida Statutes 1977 and the Metropolitan Dade County Horne Mule Charter provide a method
for governmental entities to join together in order to perform programs of the type intended;
NOW, THEREFORE, in consideration of the covenants, conditions, and premises herein
fret forth, the parties agree to amend Section 8 of the current agreement to read as follows:
S. That the Consortium has caused to be created a Private Industry Council in accord with
the Act. This Council, known as the Private Industry Council of South Florida, is a
separate entity whose members shall be appointed by the Consortium's member local
governmental jurisdictions according to the following allocation of seats:

DACKGROUND t
The City of .iami, the City of Miami Beach, the City of Hialeah,
Metropolitan ade County and Monroe County comprise the south Plorida
Employment an Training Consortium.
The purpose o the south Florida Employment and Training Consortium is
to continue a conduct programs on an area -wide basis under the Job
Training Fart ership Act of 1982, to provide employment opportunities
for the eco omicaliy disadvantaged, unemployed, underemployed, or
those Who mea other eligibility criteria, and to ensure that training
and other se ices are organized and delivered in the most effective
and efficient manner.

SUBJECT: Amendment to Consortium Agreement
It.is our understanding that the Amendment to the Consortium Agreement, which was approved
by the South Florida Employment & Training Consortium in its meeting of December 17, 1992,
is still pending action by the City of Miami Commission.
Please be advised that the Governor is required to recertify the Private Industry Council pursuant
to Section 102 of the Job Training Reform Amendments. The PIC recertification package is due
in Tallahassee no later than May 21, 1993. The local PIC cannot be in compliance with the new
law until all five Consortium Member Jurisdictions have approved the amendment and
appointments have been made pursuant thereto.
As of this date, we have not received confirmation as to when the resolution approving the
Amendment will be presented before the Commission. Your assistance in expediting this matter
would be appreciated.
