WHEREAS, pursuant to public notice, sealed bids were received September 11, 1992 for the furnishing of a prisoner - transport van to the Department of Police; and WHEREAS, invitations were mailed to sixteen (16) potential bidders and two (2) bids were received; and WHEREAS, funds for this purchase are available from the Drug — Free Neighborhood Task Force Grant, Project No. Code 290455-840; and WHEREAS, this equipment will be used b Department to transport large numbers of arrests facilities; and y OF MIAMI, FLORIDAt t i Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The September 11, 1992 bid of Davis Shield = Equipment Corporation for the furnishing of a prisoner transport van to the Department of Police at a total proposed amount of - $23,899.000 is hereby accepted, with funds therefor hereby allocated from the Drug Free Neighborhood Task Force Grant, Project No. 142005, index Code 290455-840 . Section 3. That the City Manager is hereby authorised to instruct the Chief Procurement Officer to issue a Purchase Order for this equipment. Section 4. BACKGROUNDt The Police Department is operating a multi jurisdictional task force in an attempt to reduce the supply of drugs into our neighborhoods. One of the methods the department is using -,is S.T.I.N.G. Operations. These operations result in large numbers of arrests, requiring transportation to detention facilities. - This van would facilitate that transportation. Pursuant to public notice, the Police Department evaluated sealed bids received September 21, 1992, for the furnishing of the - prisoner transport van. Two responsive bids were received, and two "no bids" were received. Havis-Shields Equipment Corporation, a non -minority, Pennsylvania vendor, provided the lowest bid, and meets the department's requirements and specifications. It is, therefore, recommended that the award of bid be made,.; to Havis-Shields Equipment Corporation, in the amount of $23,89,.9.
