A RESOLUTION ACCEPTING THE BID OF ROYAL, RENT -
A -CAR FOR THE FURNISHING OF AUTOMOBILE RENTAL
SERVICE ON A CONTRACT BASIS FOR A PERIOD OF
ONE (1) MONTH FOR THE DEPARTMENT OF POLICE AT
A TOTAL ESTIMATED COST OF $43,818.00;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NO. 890001.,
ACCOUNT NUMBERS 029002-247 ($32,388.00),
290931-810 ($1,908.00), 290933-610 ($838.00),
290989-810 ($2,840.00), SUCH EXPENDITURE
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE
AS BEING IN COMPLIANCE WITH SECTION 932.7055
OF THE FLORIDA STATUTES; FURTHER, ALLOCATING
FUNDS THEREFOR FROM PROJECT NO. 133001,
ACCOUNT NO. 290448-810 ($5,080.00), PROJECT
NO. 142003. ACCOUNT NO. 290453-610 (a838.00),
PROJECT NO. 142004, ACCOUNT NO. 290484-810
($836.00); AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE.
WHEREAS, pursuant to publio notioe, sealed bids were
reoeived April 13, 1993 for the furnishing of automobile rental
servioe on a oontraot basis for a period of one (1) year with the
option to extend for an additional one (1) year period for the
Department of Polioe; and
WHEREAS, the City Commission agreed to award the oontraot
for a period of one (1) month; and
WHEREAS, invitations were mailed to twenty-seven (27)
potential bidders and three (3) bids were reoeived; and

WHEREAS, authorization is requested to allocate funds from
the Law Enforcement Trust Fund, Project No. 690001, A000urt
Numbers 029002-247 ($32,388), 290931--610 ($1,908), 290933-610
($638), 290989-610 ($2,840); further, allocating funds therefor
from Project No. 133001, Account No. 290448-610 (18,080), Project
No. 142003, Account No. 290483-610 ($838), Project No. 142004,
Account No. 290484-610 ($638); and
WHEREAS, the Miami Police Department has need for unmarked
oars in order to continue the operation of its specialized units
_? to be able to safely and effeotively interaot with the oriminal
element in our community without being easily identified; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from Royal Rent -a -Car be accepted as the
lowest most responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY -
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by referenoe
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The April 13, 1993 bid of Royal Rent -a -Car
for furnishing automobile rental service on a contract basis for
a period of one (1) month for the Department of Police at a total
estimated cost of $43,818.00 is hereby accepted, with funds
therefor hereby allocated from the Law Enforcement Trust Fund,
Project No. 69001, Account Numbers 029002-247 ($32,388.00),
290931-610 ($1,908.00)0 290933-610 ($838.00), 290989-610

($2,840.00), such expenditure having been certified by the Chief
of police as being in compliance with Section 932.1088 of the
Florida Statutes; further, allocating funds therefor from Project
No. 133001, A000unt No. 290448-610 ($6,080.00), Project No.
142003, Account No. 290453-610 ($636.00), Project No. 142004,
A000unt No. 200484-610 ($638.00).
Section 3. The City Manager is hereby authorized to

instruct the Chief Proourement Officer to issue purchase orders
for this service.
Section 4. This Resolution shall become effective -
immediately upon its adoption.

It is respectfully recommended that authorization to utilize Law
Enforcement Trust Funds be given, an award be made, and a
resolution be passed accepting the bid of Royal Rent-A-Car, a
Hispanic vendor, whose principal place of business is 1199 KW
42nd Avenue, Miami, Florida, for the provision of rental
vehicles.
The Miami Police Department has a need for unmarked cars in order
to continue the operation of its specialized units. These units
need rental vehicles to safely and effectively interact with the
criminal element in our community without being easily
identified.
Specifically, the Street Narcotics Unit (S.N.U.) is responsible
for combating the distribution and sale of illegal street drugs,
the Directed Patrol Detail, for :identifying and combating
burglaries, robberies and prostitution -related crimes, the
Special Investigations Section which targets vice, narcotics,
gambling and subversive groups and the Proactive Internal
Security unit which investigates police corruption and criminal
activity.
Utilization of rental vehicles is necessary because of the need
to change vehicles frequently. Use of unmarked leased
automobiles is an effective law .enforcement tool which can be
used to reduce the risk factors to officers involved in these
operations and has been highly successful in the past.
As a result of the Commission's directive, new bids were sent to
prospective vendors, with Royal Rent-A-Car submitting the second
lowest bid. The lowest bidder, Intercontinental Rental -A -Car was
considered non -responsive, because it charges for mileage.
It is, therefore, recommended that an award be made to Royal
Rent -A. -Car, in an amount not to exceed $525,780, for the
provision of rental vehicles.
