HomeMy WebLinkAboutR-93-0244A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S ACTION IN AVARDING THE BID TO OPTIMISTIC CONSTRUCTION IN THE AMOUNT OF $284,178.00, FOR THE REMOVAL OF HURRICANE DEBRIS STORED AT THE BOBBY MADURO MIAMI BASEBALL STADIUM AND TRANSPORTED TO THE MEDLEY LANDFILL; ALLOCATING FUNDS THEREFOR FROM F.E.M.A. DSR #89807. WHEREAS, on September 10, 1992, the City Commission passed Resolution No. 92-881 waiving formal competitive bids for the acquisition of servioes, equipment, goods and/or materials as required in the aftermath of Hurrioane Andrew; and WHEREAS, said Resolution allowed the City Manager to prooeed to make neoessary purohases without express City Commission approval, where oontraots or awards do not exoeed $150,000; and WHEREAS, it was determined that debris removal servioes were needed to olean oity streets/roads, and publio rights -of -way in designated areas, some of this debris was taken to the Bobby Maduro Miami Baseball Stadium; and WHEREAS, it was determined that this mixed debris stored at the Bobby Maduro Miami Baseball Stadium oonstituted a health and safety hazard and it was neoessary to have it transported to a landfill; and APR 1 511993, "Ohdi w w: 99- 244 WHEREAS, the Department of General Services Administration and Solid Waste issued informal Hid No. 82133 to provide said services; and WHEREAS, Optimistic Construction was awarded the bid to transport the misted debris stored at the Bobby Maduro Miami Baseball Stadium to the Medley landfill at a proposed amount of $284,176.00; and WHEREAS, funds for said service are available from F.E.M.A. DSR #89807; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The reoitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and inoorporated herein as if fully set forth in this Section. Section 2. The City Manager's action in awarding the bid to Optimistio Construction in the amount of $284,175.00 for the transportation of hurrioane debris stored at the Bobby Maduro Miami Baseball Stadium to the Medley landfill, is hereby ratified, approved and confirmed, with funds therefor hereby allocated from F.E.M.A. DSR #89807. Odio CityManager ENCLOSURES: Resolution z f YiV \ 101 : \ It is respectfully recommended that the City Commission pass the attached Resolution ratifying the award to Optimistic Construction a Black/Dade County vendor located at 3932 NW 167 Street at a total proposed amount of $284,175.00 to transport mixed debris stored at the Bobby Maduro Stadium to the Medley Landfill. The Department of General Services Administration and Solid Waste let out Informal Bid No. 52133 for the above service in accordance with Resolution No. 92-551. The lowest bidder withdrew his bid, and the second and third lowest bidders were deemed non -responsive for failure to provide the Insurance required, and the proper equipment specified in the specifications. As a result of the bid evaluation, award was made to Optimistic Construction, the fourth lowest responsible and responsive bidder to transport mixed debris from Bobby Maduro to the Medley Landfill; as said debris constituted a health and safety hazard, at an amount not to exceed $284,175.00. Funds for this service are available from F.E.M.A. DSR No. 89807. Od `O REFERENCES City Manage t ENCLOSURES: ..NWOM On August 24, 1992, the City of Miami suffered the wrath of a devastating hurricane, Hurricane Andrew. In order to eliminate immediate threats to the life, health and safety of residents and employees, and eliminate immediate threats to undamaged property, as well as ensure economic recovery to the City _ and the community, I have made a written finding of a valid public emergency. Based on this finding, formal competitive sealed bid and selection procedures _ will be waived for the procurement of services, equipment, goods and/or materials that may be required to provide immediate burden relief and disaster assistance for the City and the community for the purpose of providing for the health, safety and welfare of its citizens and employees.
